摘要
【目的】通过真实有效的行业数据，为国家制定中医药人才培养有关政策、策略和措施提供科学依据；【方法】收集2018—2023年全国各省级地区中医医术确有专长人员医师资格考核情况的相关数据、公告公示以及相关工作通报，对考核的实施细则、考核通告、报名审核、考核合格等工作环节与数据变化情况进行回顾性分析；【结果】据不完全统计，截止到2023年12月31日，除香港、澳门特别行政区和台湾地区以外，全国31个省级地区相继发布“本地区《15号文件实施细则》（试行）”，全国中医（专长）医师资格考核报名审核通过人数90707名、实际参加考核人数70931名，考核通过人数11772名，除去无意义对比数量，考核相对通过率约16.60%。【讨论】根据31个省级地区对15号文件的执行情况、工作趋势和特点，提出强化政策宣传、依法依规组织、积极引导辅导、加强风险管控、规范能力培训等方面的针对性的政策建议，希望能够为中医药事业发展提供参考。
Abstract
【Objective】 The objective of this study is to provide a scientific basis for the formulation of policies, strategies and measures related to the cultivation of TCM talents in China through real and effective industry data;【Method】 The relevant data, announcements and related work notices of physicians with proven expertise in TCM in all provincial-level regions of China from 2018 to 2023 were collected, and the implementation rules, assessment notices, registration review, and assessment qualifications and other work links and data changes were retrospectively analyzed. According to incomplete statistics, as of December 31, 2023, in addition to Hong Kong, Macao Special Administrative Regions and Taiwan, 31 provincial-level regions across the country have successively issued the "Implementation Rules of Document No. 15 (Trial)" in their respective regions, with 90,707 people passing the national TCM (specialty) physician qualification examination, 70,931 actually participating in the assessment, and 11,772 passing the assessment, excluding the number of meaningless comparisons, the relative pass rate of the assessment is about 16.60%. 【Discussion】According to the implementation, work trend and characteristics of Document No. 15 in 31 provincial-level regions, this paper puts forward targeted policy suggestions on strengthening policy publicity, organizing in accordance with laws and regulations, actively guiding and counseling, strengthening risk management and control, and standardizing ability training, hoping to provide reference for the development of traditional Chinese medicine.
