This year, Haikou's foreign trade has shown a steady and progressive development trend. According to the Municipal Bureau of Commerce, from January to September this year, the total value of Haikou's goods import and export was 61.88 billion yuan, a year-on-year increase of 4.4%. Among them, general trade grew by 32.4% year-on-year, with a total import and export value of 47.3 billion yuan.
Preferential Policies Continue to Energize Enterprises
On October 30th, inside the production workshop of Hainan Weili Medical Technology Development Co., Ltd., milky natural latex is processed into disposable latex catheters after cooling, shaping, cutting, and cleaning and disinfection. These products will then be packaged and sent to the customs supervision warehouse, and after completing the export declaration procedures, they will be shipped to Guangzhou.
"The policy of exempting tariffs on processed value-added domestic sales can effectively reduce production costs and inject vitality into the development of enterprises," said He Yongshen, General Manager of Hainan Weili Medical Technology Development Co., Ltd. As a pilot enterprise, as of October 30th, the cumulative domestic sales value of Weili Medical's processed value-added products has reached 220 million yuan, with customs duties of about 2 million yuan. "This year, we expect a production value of about 200 million yuan, with a year-on-year increase in turnover of 50%," said He Yongshen.
Driven by policy dividends, the vitality of Haikou's business entities continues to burst forth. From January to September this year, Haikou's private enterprises achieved import and export values of 38.48 billion yuan, a year-on-year increase of 22.3%, accounting for 62.2% of the total value of the city's goods import and export. The vitality of enterprises is not only reflected in the increase of trade volume but also in the increasingly new products and the expanding range of exports.
Hainan Poly Pharmaceutical Co., Ltd., located in the Haikou Guilinyang Economic Development Zone, saw its international business sales revenue increase by 65.89% year-on-year from January to September this year, with the third quarter's international business sales revenue increasing by 73.22% year-on-year. The person in charge of Poly Pharmaceutical introduced that the company has been seizing the benefits of tax incentives and customs clearance conveniences in the free trade port. In the past three years, it has added more than 30 international registration approvals annually, and its export volume has achieved double-digit growth for six consecutive years. "The company already has more than 40 varieties of injections, oral solid preparations, and oral liquid preparations approved for marketing in more than 30 countries and regions such as Europe and America," said the person in charge.
Optimized Measures Facilitating Exports for Enterprises
"Customs facilitation measures have saved our company a significant amount of time in customs clearance," said Li Xing, a person in charge at Hainan Weilan Ocean Food Co., Ltd. As an Authorized Economic Operator (AEO) enterprise, we have enjoyed the lowest inspection rates and priority inspections provided by customs. In recent years, the export volume of tilapia from Weilan Ocean has been steadily increasing, with this year's trade volume expected to reach 320 million yuan.
To enhance the sense of gain and satisfaction for AEO enterprises, Haikou Customs has improved the level of convenience for enterprises by reducing the frequency of supervision. Since the beginning of this year, the manual analysis and inspection rate for imports and exports of Hainan AEO enterprises has been below 80%, and the proportion of inspection and quarantine sampling for export food and aquatic products AEO enterprises has been reduced to less than 20% of the routine management measures for enterprises.
In coordination with the implementation of the policy of exempting tariffs on processed value-added domestic sales, Haikou Customs has successively abolished the pre-recording of imported pre-packaged food labels and piloted the sampling and immediate release of imported food in bonded areas. They have also provided detailed explanations on import food laws and regulations, import food label requirements, etc., to 13 meat processing and logistics enterprises in Haikou Comprehensive Bonded Zone.
In addition, the Municipal Bureau of Commerce has taken the lead in launching the 2024 Special Action to Facilitate Cross-Border Trade, working with customs, government departments, various parks, and port operators to introduce 28 measures in six aspects to support the development of cross-border trade facilitation.
