Shanghai New Controls on Outdoor Smoking Areas

• Shanghai has taken a groundbreaking step toward healthier urban living with China’s first-ever standardized regulations for outdoor smoking areas. 

• Effective September 1, 2024, these new guidelines aim to reduce secondhand smoke exposure, enforce designated smoking zones, and promote quitting smoking. 

But how will this be received in a country with almost 300 million smokers?

The regulations, part of the Healthy Shanghai Action Plan (2022-2024), are set to reshape public spaces by implementing 300 outdoor smoking areas across commercial zones, parks, sports venues, and transportation hubs by year-end. The new rules will enforce a strict indoor smoking ban and encourage citizens to smoke only in designated areas.

The Shanghai Municipal Standard Outdoor Smoking Area Setup and Management Requirements, developed by Shanghai’s Health Commission, introduce critical standards for outdoor smoking area placement, signage, and facilities. For example, smoking areas will feature warnings about the dangers of tobacco and display clear signage indicating smoking and no-smoking zones. This effort draws on both international practices and Shanghai’s rich experience in tobacco control.

 Why It Matters: 

Outdoor smoking regulation plays a crucial role in reducing the health risks of second-hand smoke, especially in densely populated urban areas. By containing smoking to specific zones, Shanghai ensures a cleaner environment for non-smokers and offers smokers an easy way to access resources to help quit. This initiative also marks an innovative approach as no national regulations for outdoor smoking areas exist. Shanghai is leading the way by setting these local standards, which could serve as a template for other cities in China.

 What to Expect Next: 

The enforcement of these regulations will be closely monitored, with daily inspections and patrols to maintain the cleanliness and safety of the designated smoking areas. By late 2024, the city hopes to build widespread awareness around these zones, ultimately fostering a healthier, smoke-free city.
