朝鲜人民军总参谋部10月9日发表声明，宣布将从当天起完全切断与韩国连接的铁路与公路，并进行防御设施要塞化加固工程。
The Democratic People's Republic of Korea (DPRK) said on Wednesday that it will completely cut off roads and railways connected to the Republic of Korea (ROK) beginning Wednesday, reported DPRK's official Korean Central News Agency (KCNA).
声明称，由于与朝鲜方南部国境交界的韩国地区无时无刻地、同时多发性地进行侵略战争演习，其力度已完全升级。加之一批批美国核战略资产随时出没，对方不断宣称要对朝鲜“政权终结”。朝鲜半岛的尖锐军事形势要求朝军方坚决采取更强硬的反制措施以切实维护国家安全。
The General Staff of the Korean People's Army said in a statement carried by KCNA that this was a response to war exercises that have been held in the ROK, as well as frequent visits by US strategic nuclear assets in the region.
针对朝鲜南部国境一带的严重事态，朝鲜人民军总参谋部宣布，将采取实质性军事措施彻底分离朝鲜的主权行使领域与韩国的领土。朝方将从9日起完全切断与韩国连接的朝方地区公路和铁路，进行防御设施要塞化加固工程。
"A project will be launched first on Oct 9 to completely cut off roads and railways connected to" the ROK and "fortify the relevant areas of our side with strong defense structures," said the statement.
朝鲜人民军总参谋部表示，朝军方永久切断并封锁与韩国交界的南部国境，是遏制战争、维护国家安全的自卫措施。
朝鲜人民军总参谋部还表示，鉴于在南部国境敏感一带进行要塞化加固工程，朝鲜军方为避免误解、防止擦枪走火，已于当地时间9日9时45分电话通知美军方。
