衢江是浙江的水运要道，沿途市镇皆因水而兴商，培育出各大小城市节点，现在的浙江省衢州市也因江而名。坐落在衢州东侧的龙游县是一个典型的中国现代县城，流贯龙游县境的衢江（古称“瀫水”，瀫 [hú]，水名，义为衢江龙游段）将县城分为了两部分——南岸为新生的城市，北岸则为原生的乡野，也正反映着许多县城的两种面向——一面现代，一面原乡。
The Qujiang River is a vital waterway in Zhejiang, with towns along its banks thriving on waterborne commerce, fostering various-sized urban nodes. The current city of Quzhou in Zhejiang Province is also named after the river. Located on the eastern side of Quzhou, Longyou County is a typical modern Chinese county town. The Qujiang River, which flows through Longyou County (known in ancient times as "Hui Water," where "Hui" [hú] is a name for the section of the Qujiang River in Longyou) divides the county seat into two parts: the south bank is a burgeoning city, while the north bank is the original rural landscape. This also reflects the dual aspects of many county towns – one side modern, and the other rural.

在龙游，被感知到的并不是大家想象中的“衰落式”县城叙事。身处中国最富裕的地区，龙游县坐拥水路交通之便，自身拥有特种纸、精密数控、有机农业与数字经济等多样现代化产业资源。而深入县城，不难发现龙游人生活的惬意与怡然。在龙游瀫上的一座座新老桥梁搭接着起的现代新城与浙西乡野之间，是龙游人的自洽而自得。
In Longyou, what is perceived does not align with the imagined "declining" narrative of a county town. Located in one of China's wealthiest regions, Longyou County benefits from convenient waterway transportation and boasts a variety of modern industrial resources such as specialty paper, precision CNC (Computer Numerical Control), organic agriculture, and the digital economy. Delving into the county town, it is not hard to discover the comfort and contentment of Longyou residents' lives. The bridges, both new and old, over the Hui Water in Longyou link the modern new city with the rural landscapes of western Zhejiang, embodying the harmonious and self-sufficient spirit of the Longyou people.
对于承载县城未来的龙游瀫核心片区，我们试图提出符合县城两面性的规划和营城理念。
For the core area of Longyou's Hui Water, which carries the future of the county town, we aim to propose planning and urban development concepts that align with the dual nature of the county town.
尊重自然的低影响开发愿景
A VISION FOR LOW-IMPACT DEVELOPMENT
THAT RESPECTS NATURE
通过梳理衢江与老城的关系，理解现状基地特点，我们提出尊重原本地形地貌的低影响开发策略，识别城市适建区域与需要预留的自然空间。
By examining the relationship between the Qujiang River and the old town and understanding the characteristics of the current site, we propose a low-impact development strategy that respects the original topography and identifies suitable areas for urban construction and natural spaces that need to be reserved.
核心区原有的微丘起伏地形是最大的场地特点，通过“高地高建”的手法，充分利用地形，在高处布置建筑群组，从而减少土方开挖。在低洼处尽量保留原有的河流溪谷与农田，避免过度开发，从而保证城市建成区自然排水能力，同时规避汛期与雨季的洪涝风险。方案通过建筑的有机排布与控制高度的方法，避免核心区陷入高密度发展的困境。
The undulating terrain of small hills in the core area is the most distinctive feature of the site. By using the approach of "building high on high ground," we can make full use of the terrain by locating clusters of buildings on elevated positions, thereby reducing the amount of earth excavation. In lower-lying areas, we strive to preserve the original rivers, streams, and farmlands as much as possible to avoid overdevelopment. This ensures the natural drainage capacity of the urban built-up area while mitigating the risks of flooding during flood seasons and rainy periods. The plan avoids the dilemma of high-density development in the core area by organically arranging the buildings and controlling their heights.

构建不同种类的用户画像，包括创业者、新白领、龙游居民、龙游乡贤、企业家及科创人才等，锁定相应的城市功能分区。通过龙游瀫发展轴与滨水景观轴将多个功能片区串联到一起：围绕龙游石窟打造的石窟景区、为青年创客生活打造的青年城综合社区、为引进高水准科教自由建设的智慧创新园区、为乡贤洄游准备的大师工坊和人才社区、为产业升级提供的未来产业集群等。
We have constructed different types of user portraits, including entrepreneurs, new white-collar workers, Longyou residents, Longyou rural sages, entrepreneurs and scientific and technological talents, etc., and by analyzing their actual work and living needs, we have iden-tified the corresponding urban functional divisions. Through the development axis of Longyou and the waterfront landscape axis, multiple functional areas are connected: a grotto scenic spot is built around Longyou Grottoes, a youth city community is built for the life of young creators, and wisdom for the introduction of high-level science and education is freely constructed. Innovation Park, master residence imitation and talent community prepared for the migration of sages, green industrial cells for industrial upgrading, etc.
青年城综合社区——混合初创空间，整合高品质的办公及研发场所，为龙游北工业园的大量企业提供升级的服务配套空间。同时引入交流与展览场馆，为龙游产业对外交流提供场地。
Youth City Comprehensive Community——A mixed startup space that integrates high-quality office and research facilities, providing upgraded service support spaces for numerous enterprises in Longyou North Industrial Park. Additionally, it will include venues for communication and exhibitions, offering a platform for Longyou's industries to engage in external exchanges.
大师工坊——灵活产业空间，叠台式住宅让每层都拥有最好的景观面，退台形成的空中花园也能为乡贤们提供聚会交流的场所。合院式住宅拥有更好的私密性，掩映在微丘绿地中，实现大隐隐于市的理想居所。
Master Workshop—A flexible industrial space with tiered residential units that ensure the best views on each level. The terraced design creates sky gardens, providing spaces for gatherings and exchanges among community members. The courtyard-style residences offer greater privacy, nestled in gentle green hills, achieving the ideal of a tranquil retreat within the bustling city.
未来产业集群——充分利用现状地形，设置具有特色未来产业集群，每个“岛”内兼具办公、研发、商业及共享设施等功能，形成完善的主体性企业聚集群落，发挥不同企业的协作效应。
The Future Industry——Cluster fully utilizes the existing topography to establish distinctive future industry clusters. Each "island" integrates functions such as office, research and development, commercial, and shared facilities, forming a complete and cohesive enterprise community. This setup maximizes the collaborative effects among different enterprises.

在景观设计上方案充分凸显了浙西山水共融的原生风貌，通过绿心卷、田园卷、脉动卷、流波卷及智慧卷五大景观分区的设计，用优质的景观资源包裹城市建成区，在美学和功能性上寻求平衡，既满足了人们对自然美景的向往，又兼顾了城市发展的需求，展示了浙西地区独特的山水文化和生态魅力，创造出山水相宜的龙游瀫核心区风貌。
In terms of landscape design, the plan fully highlights the original style of the integration of mountains and rivers in western Zhejiang. Through the design of five major landscape divisions: green heart volume, pastoral volume, pulsating volume, flowing wave volume and wisdom volume, the urban built-up area is wrapped with high-quality landscape resources. Create the style and appearance of the core area of Longyou Hu with suitable mountains and rivers.
很多人可能因为龙游石窟才知道了龙游，而这个著名的4A景区正好落在核心区的中心地带，如何将这一国保文物与城市未来发展有机融合是重要议题。
Many people might have become aware of Longyou because of the Longyou Grottoes, and this famous 4A scenic area is conveniently located in the heart of the central area. How to organically integrate this national heritage site with the future development of the city is an important issue.
方案对景区现有空间与未来旅游功能进行了重新组织，将石窟景区入口西拓，入口一侧设置开放的展演空间，为音乐小镇的发展预留用地。沿用村落机理布置文创商业街区，延长石窟景区游览动线，充分发挥景区的引流作用。建筑排延续原有村落肌理，保留旧时场所记忆。沿用当地村子的功能组织形式，在新建石窟景区内利用主街道串联不同功能组团。
The entrance to the Shiku Scenic Area will be expanded to the west, with an open exhibition space set up on one side of the entrance to reserve land for the development of the music town. A cultural and creative commercial district will be laid out following the texture of the village, extending the tour route of the Shiku Scenic Area and fully leveraging the scenic area's role in attracting visitors. The building layout will continue the original village texture, preserving the memories of the old site. The functional organization form of the local village will be adopted, using the main street to connect different functional groups within the newly constructed Shiku Scenic Area.
更有趣的是，除了龙游石窟之外，整个龙游瀫沿岸还有许多未被人们充分认识的石窟、石刻遗迹。随着龙游县的“瀫石光·艺术生态走廊” 计划逐步推进，未来他们将会被越来越多人所了解。旧时遗迹与新生艺术一起，成为未来龙游与世界对话的窗口，发出独属于这座县城的声音，一种不同于都市的声量。
And more interestingly, in addition to the Longyou Grottoes, there are many other karst caves and stone carvings along the entire Longyou River that have not been fully recognized by people. As the "Longyou River Stone Light Art Ecological Corridor" plan in Longyou County progresses step by step, they will be known by more and more people in the future. The ancient relics, together with the emerging art, will become a window for Longyou to converse with the world, emitting a unique voice that belongs to this county town, a volume different from that of the city.

在离石窟不远处，由MLA+所设计的树剧场正镶嵌在龙游瀫北岸的乡土之上。这个直径40米的回音壁吸收着四周的自然之音。把耳朵靠近圆环，你或许能听到吱吱鸟鸣、蝈蝈蛙声、呼呼风语和淅沥雨滴，它捕捉着县城的另一种声音，它向内的，与自己对话的声音。
Not far from the grottoes, the Tree Theater, designed by MLA+ is set into the vernacular landscape along the northern bank of the Longyou Hu River. This 40-meter diameter echo wall absorbs the natural sounds of its surroundings. By leaning in close to the circular ring, you might be able to hear the chirping of birds, the croaking of frogs, the whispering of the wind, and the pitter-patter of raindrops. It captures another kind of sound unique to the county town, an inward sound, a voice that converses with itself.
树剧场，一面拥抱乡野，一面望向城市，也在述说着龙游县城的两面性。县城从来并不是大都市的衬托，它拥有强大的自生长潜力，而每个县城相较城市拥有的更强多样性和独特性，让它们的生长具有了更广阔的想象空间。
The Tree Theater embraces the countryside on one side and faces the city on the other, also narrating the dual nature of Longyou County. The county town has never been a mere backdrop to the metropolis; it possesses a strong potential for self-growth. The greater diversity and uniqueness that each county town has compared to cities open up a broader space for imagination in their growth.

县城不总是衰退的意象，也不应该是躲藏在城市背后的配角，更不是我们回不去的故乡。我们需要以不同于大都市的规划设计思维与营城逻辑来看待县城及乡村的发展——因地制宜、自然协作、拥抱乡土、链接资源、共建共营。
The county town is not always a symbol of decline, nor should it be a supporting player hidden behind the city, or a hometown to which we cannot return. We need to approach the development of county towns and rural areas with a planning and design mindset and an urbanization logic that differs from that of metropolises—adapting to local conditions, collaborating with nature, embracing the vernacular, connecting resources, and building and managing together.
