Under the supervision of the Foreign Policy and Diplomacy Service (FPDS) Program Manager, the FPDS Officer has the following duties:
Monitoring political, economic, and social developments across East China
Producing research and reporting on developments of interest to Canada
Facilitating the Consulate’s contacts with local authorities
Building and maintaining networks in government, academia, civil society, and media
Planning and supporting visits by Canadian officials, providing interpretation when needed
Organizing public events which showcase Canadian values and culture
Administering social media accounts, coordinating and preparing engaging content
Managing the FPDS program’s operational budgets
Area of Selection:
This position is open to applicants residing in China at the time of appointment who meet all essential qualifications and whose applications are received by the closing date. Candidates must be legally authorized to work in China.

Essential Qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
*Language will be assessed further during the process.
Education:
Candidates will be required to provide proof of the completion of their education.
Degree(s) from a recognized university in political science, law, journalism, public administration, economics, science, philosophy, international relations or a related discipline OR an acceptable combination of education, training and work experience in a field relevant to the position
Language:
Proficiency in English (in both written and oral)
Proficiency in Mandarin (in both written and oral)
Experience:
Minimum 2 years’ or recent and direct experience in each of the following areas:
Providing research and analysis in support of decision-making
Working and liaising with Chinese government entities, civil society, or academic organizations
Developing, planning and coordinating public events in China
Coordinating logistics and developing programs for official events or visits
Rated Requirements:
Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online or in-person, role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
Knowledge of the mandates/functions of Chinese ministries, agencies, and institutions, most notably those involved in international relations and public affairs
Familiarity with the Chinese legal system, political and economic policies, media environment, and NGO communities.
Knowledge of China’s social media landscape, strategies and applications.
Abilities/skills:
Ability to research, interpret sources of information and synthesize data to provide advice and recommendations;
Ability to manage events and support high-level visits; identify risks in order to prevent problems
Ability to write effective reports and executive summaries in English and Chinese;
Ability to accurately translate and interpret between Chinese and English
Competencies:
Adaptability and Flexibility – Adapts tactics; adapts to change quickly and remains effective
Client Focus - Addresses underlying client needs and acts to improve client service

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
Proficiency in French (in both written and oral)
Knowledge of Canada (political, cultural and academic fields) and Sino-Canada relations
Operational Requirement:
Ability and willingness to work overtime as required, sometimes on short notice
Ability to travel as required
Conditions of Employment
Conditions of employment must be met or complied with before being appointed to a particular position and are to be maintained throughout the entire employment period.
Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period. The mission can only facilitate working visas for Canadian citizens.
Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
