Summary of Duties

Under the direction of the Management Consular Officer (MCO), the Common Services Officer is responsible for the management and operations of the mission through the delivery of the following services, including but not limited to, property and material, contracting and procurement, accounting and finance, events coordination, human resources, protocol and customs, and information management. 

  • Provide services to the property business line including maintenance of the office building, staff quarters and other properties, procurement, and management of property assets  

  • Provide contracting services including procurement of goods or services up to the mission’s delegated authority. Manage the inventory of materials including stationery, furniture, office machinery and other office assets 

  • Coordinate mission’s transportation services, oversee the effective maintenance of the mission vehicle 

  • Manage the budget report and prepare regular forecasts on a monthly basis. Maintain a good record of budget expenditures 

  • Provides services in line with corporate financial responsibilities. Deliver a wide range of human resources services to local-engaged staff including the onboarding procedure, social benefits, on-job training, and annual medical check-up  

  • Liaise closely with the local government such as Foreign Affairs Office and Customs regarding the application and administration of diplomatic privileges 

  • Provide logistics coordination for mission hospitality and team-building events and for other events as needed 

  • Supervise staff and perform other duties under the various business lines as needed

Essential Qualifications 

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience. Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications. *Language will be assessed further during the process.  

 

Education 

  • Bachelor’s degree from a recognized college/university, OR an acceptable equivalent through the combination of education and work experience. 

 

Language

  • Advanced level of English, both written and spoken; 

  • Advanced level of Mandarin, both written and spoken. 

 

Experience

  • Minimum two (2years of recent experience (in the past 5 years) in each of the following: 

    • Experience with general administrative duties

    • Experience in providing client service

    • Experience in managing a budget, and processing financial transactions

    • Experience in leading/coordinating projects 

 

Rated Requirements 

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities, and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online, in-person, role-play, practical tests, and/or presentations.

Asset Qualifications 

Asset qualifications will be evaluated throughout the assessments. Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must demonstrate how they meet any asset qualifications. The asset qualifications are: 

  • Working ability in French both oral and reading 

  • Experience in using an accounting system, such as SAP 

  • Experience in working in a diplomatic mission or an international organization 

 

Operational Requirement 

  • Ability and willingness to work overtime on short notice as required. 

  • Ability to travel as required. 

 

Conditions of Employment

Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period. The mission can only facilitate working visas for Canadian citizens. 

Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
