沣西新城核心区三期位于西安都市圈核心区的北部，地处丝路经济轴与科技创新引领轴十字轴线的交汇处。基地东侧与沣东新城隔沣河相望，沣西新城始终坚持以战略性新兴产业为主导、以科学技术创新为驱动，着力打造为丝路城、公园城、科学城、幸福城和智慧城。沣西新城核心区三期是西咸新区的重要战略预留区，发展条件优越。在新的发展背景下，沣西新城建设逐步加速，核心区三期的功能定位、空间格局、遗址保护、轨道交通、路网体系等方面亟待进行新一轮审视研究。 The core area of Fengxi New City (Phase III) is located in the northern part of the Xi'an metropolitan area, at the intersection of the Silk Road economic axis and the technology innovation leading axis. To the east, it faces Fengdong New City across the Feng River. Fengxi New City has always adhered to being led by strategic emerging industries and driven by scientific and technological innovation, with the goal of creating a Silk Road city, a park city, a science city, a happy city, and a smart city. Phase III of the core area of Fengxi New City is an important strategic reserve area in the Xixian New Area, with favorable development conditions. In the new development context, the construction of Fengxi New City is gradually accelerating, and a new round of review and research is urgently needed in terms of functional positioning, spatial layout, site preservation, rail transit, road network system, and other aspects. “八水绕长安，沣水生双都“，历史上的长安城被八条水系环绕，本项目位于长安八水之一的沣水西畔，名为沣西新城。沣河沿岸居民千年逐水而居，形成城市-沣河-自然相互交织的生态历史格局。河对岸的沣东是今日秦创原区域协作的价值高地，创新网络的新窗口。沣西未来发展也将延续科技创新，成为沣河生长的“源动力”。作为秦创原总窗口，我们为本次规划设问，如何尊重自然与历史，结合创新发展需求，实现沣东沣西互动，打造全新的智慧窗口。 In history, the city of Chang'an was surrounded by eight rivers. This project is located on the western bank of the Feng River, one of the Eight Waters, and is known as Fengxi New City. Residents along the Feng River have lived by the water for thousands of years, forming an ecological and historical pattern where the city, the Feng River, and nature intertwine with each other. Across the river, Fengdong is a high-value area for regional cooperation in today's Qin-Chuang area and a new window for innovative networks. The future development of Fengxi will also continue to focus on technological innovation, becoming the "source of power" for the growth of the Feng River. As the main window of the Qin-Chuang area, we pose the question in this planning: How can we respect nature and history, combine the needs of innovative development, achieve interaction between Fengdong and Fengxi, and create a brand-new smart window. + 秦创「窗」x 公园「乘」Overall Strategy: Timeless Window, Park City into Life 我们提出以公园为链接，打造秦创原区域的四重窗口：中国可持续发展的未来之窗，紧凑型智慧城市的生态之窗，完善产业生态圈的开放之窗以及有温度、可体验的共享之窗。 We propose to use parks as the connecting element to create four key windows for the Qin-Chuang regional area: the window to China's sustainable development future, the window to an ecological city, the window to a compact industrial system, and the window to experience and sharing. 策略一：生态窗x智水城Strategy One: A Windows to an Ecological City 基于流域水文生态的过程分析，场地处于沣河下游，同时面对干旱与洪水。我们的设计从“治水”理念转变为“营水”理念；梳理地形，利用中游沉淀物，实现资源循环；适应风环境，调节微气候；尊重历史，保护文化景观构建区域蓝绿骨架，结合四级海绵需求，与城市环境共作塑造全域“环格丘原谷阶带”七大生境。对公园“乘”城市营城理念再思考，创新公园为城市公共生活的乘积式赋能，形成城园交织的广义公共空间系统。 Based on the analysis of the hydro-ecological processes in the watershed, the site is located downstream of the Feng River and faces challenges of both droughts and floods. Our design philosophy shifts from "flood control" to "water management." We analyze the topography, utilize sediment from the middle reach of the river to achieve resource recycling, adapt to the wind environment, and regulate microclimates.We respect the historical context and protect cultural landscapes to construct a regional green-blue framework. In combination with the requirements of a four-level sponge system, we collaborate with the urban environment to create seven major habitats within the "environmental grid of hills, plains, valleys, and terraces."Working on the concept of the park city, we use park to empower city life, creating a broad public space system where the urban system and the green system interact with each other. 策略二：开源窗，创新城Strategy Two: A Window to an Open and Innovative City 上位规划对规划用地的定位是以综合服务及创新发展为主。规划“强优势、补短板“，构建“2主导产业+1通道+1网络”的产业矩阵，组织六类科创导向、功能复合的空间单元。 The upper planning for land use focuses on comprehensive services and innovative development. The planning emphasizes the philosophy of "highlight strengths and compensating the limits" and aims to construct an industrial system with "2 dominant industries + 1 gateway + 1 network", forming six innovation-oriented spatial units. 策略三：魅力窗×多维城 Strategy Three: A Window to a Distinctive and Delightful City 规划五大风貌分区，引导第五立面，形成大气沉稳、绿意盎然、现代活力的城市空间形象。 灵活律动的城市天际线，构建复合慢行空间，布局餐饮、休憩、观景等功能的屋顶活动空间，沿绿廊退台式建筑，实现建筑、景观、流线一体化。 We plan for five major urban character zones, guiding the development of the fifth facade to create an urban spatial image that is atmospheric, green, and modern.We create a flexible and dynamic city skyline, establish composite slow-paced spaces, lay out rooftop activity spaces for dining, relaxation, and panoramic views, employ stepped buildings along green corridors to integrate architecture, landscapes, and circulation seamlessly.策略四：低碳窗×乐达城Strategy Four: A Window to a Connected Low-carbon City 构建多级复合交通网络，通过区域交通-大运量轨道交通-中运量公共交通-道路系统-断面设计-慢行交通-特色街道-智慧交通8个方面倡导绿色出行理念。我们通过六个节点来展示融园于城，共生共作共富之园。 We aim to build a multi-level composite transportation network, promoting the concept of green commuting through eight aspects: regional transportation, high-capacity rail transit, medium-capacity public transportation, road systems, cross-section design, pedestrian traffic, distinctive streets, and smart transportation.We show the integration of gardens into the city through six nodes, creating a garden that fosters symbiosis, collaboration, and prosperity. + 中央公园区域-科创园林 示范之窗 Node 1: Central Park 中央公园通过其精心打造的景观和水体，不仅增添了城市的美感，还将生态福祉扩展到周边地区，使周边社区能够分享这个科创后花园。这个公园已经成为城市生长的生态文脉，不仅是一个自然景观，更是一个与城市一起成长的社区。沿着丝带之路，连接古今长河，展示着新生自然与传统文化的共同生长。这个景观项目不仅仅是一种科学园林，更是一个生态演进的示范之窗，它在不断发展中与城市对话，呼应了自然与城市共同进步的理念。 Central Park use micro-topographic transformation will be implemented here and create waterscape, creating a Sci-Tech Backyard and benefiting surrounding environment. Headquarters by the river bank became gathering space, an interactive window of QinChuangYuan that can be touched and experienced. + 车辆段-乐游原园 聚合之窗 Node 3: Depot Area 我们将车辆段上盖的空间公共化，使其成为一个集汇水平原与人群聚集的场所。本土植物与人才会展空间融合在一起，形成一个独特的环境，成为西秦创新人才的聚集之地。这里不仅是一个创新的社交中心，也是人才交流与展示的平台，为当地社区提供了丰富多彩的活动和机会，使人们在这里享受乐趣，共同创造未来。 We will transform the upper part of the vehicle depot into a public space, creating a gathering place where the watershed plain intersects with people. Xi’an-Style innovation business street attracts the flow of people and connects to the heritage park.The street indicates a history of thousands years, telling stories of the past. Innovative design tells the story of the present. The courtyard creates a sharing space through three-dimensional circulation. They are relatively independent yet interrelated, sharing public service network.
