General
The Quality Assurance Engineer, reports to the Quality Assurance Manager and is responsible for implementing the Quality program for Caltrain for individual capital Projects and for the maintenance program of the Peninsula Corridor Joint Powers Board (Caltrain).
Essential Functions & Duties
Perform audits for contract/standards compliance.
Perform internal audits for compliance.
Initiate and bring to closure Non-conformance Reports
Help develop Project Quality provisions
Train Agency personnel on Quality principles as defined by FTA Quality Guidelines
Help update Caltrain Quality Management Plan as required
Work closely with the Construction Management team to implement the Project Quality Program
Examples of Essential Duties
Review Inspector Daily reports of construction projects
Facilitate:
1. Root-cause analyses for non-conformance to contract or procedures
2. Process development with discipline experts
3. Process improvements with discipline experts
4. Quality improvement working groups
Prepare audits by reviewing contract and procedures
Identify the risks and monitor the risk mitigation plan for effeteness to lead risk reduction
Review contracts and procedures for project compliance
Working with SME, to resolve the construction challenger.
Facilitate and track non-conformances to resolution
Generate audit reports and process improvements
Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
Perform other duties as assigned.
Minimum Qualifications
Minimum Qualifications: Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
Bachelor’s degree in engineering with 4 years’ experience Engineering and Construction Projects
Two years of Quality Management experience in design and construction.
Experience in life cycle Engineering/Construction capital projects
Preferred Qualifications
Familiar with FRA Regulations
ASQ certification
Experience in railway right away, or DOT road construction projects
Familiar with high voltage A/C rail OCS, signal, communication systems, and fleet management
