Organizational context
The IFRC Asia Pacific Regional Office (APRO) is a decentralized part of the IFRC Secretariat, responsible for coordinating and supporting the membership in enhancing and scaling up efforts to address humanitarian and development challenges. The IFRC Asia Pacific Regional Team supports 38 National Societies, many of which possess substantial capacities and resources, managing both domestic and international programs. Partner National Societies actively engage both bilaterally and multilaterally within the region, facilitated by IFRC coordination and support. Significant initiatives are underway to assist National Societies in implementing their Strategic Plans, responding to disasters, and executing long-term development programs.
COVID-19, declared a global pandemic by the World Health Organization (WHO) on 11 March 2020, has profoundly impacted volunteering worldwide. The pandemic has necessitated a rethinking of traditional volunteering models, with an increased emphasis on remote and digital volunteering, as well as a heightened focus on health and safety measures for volunteers. This crisis has also highlighted the critical role of volunteers in crisis response and the need for greater flexibility, innovation, and support in volunteer management.
In response to these evolving trends and challenges, the IFRC seeks to reimagine volunteering within the Red Cross and Red Crescent movement. This involves harnessing the insights from the UNV report and other relevant research to develop more inclusive, adaptive, and impactful volunteering strategies. The goal is to create a volunteer framework that is resilient, responsive, and capable of addressing both current and future humanitarian challenges.
The IFRC APRO Membership Services Unit, particularly the Volunteering Development Unit, leads and coordinates the implementation of these new volunteering development agendas. These efforts are primarily conducted with member National Societies and involve collaboration with public, private, and Movement partners across the Asia Pacific region, aligning with the global volunteering approach and priorities. Recognizing the pivotal role of volunteers, the Asia Pacific Red Cross and Red Crescent Volunteering Research Working Group aims to conduct comprehensive research on volunteering within the movement. This research is essential for understanding the dynamics of volunteering, identifying trends, motivations, challenges, and opportunities, and exploring best practices in volunteer management, recruitment, training, and retention. The insights gained will inform strategies to enhance volunteer engagement, effectiveness, and the overall impact of volunteering efforts across the diverse contexts within the Asia Pacific region.
By leveraging these insights, the IFRC aims to reimagine and revitalize volunteering within the movement, ensuring that it remains a powerful force for good in a rapidly changing world. This renewed focus on volunteerism will support the IFRC's mission to build resilient communities and address humanitarian needs effectively and sustainably.
Job Purpose
The objective of this consultancy is to conduct comprehensive research on volunteering within the Asia Pacific Red Cross and Red Crescent movement, with a focus on understanding and identifying current trends/demands/needs, recruitment, retain, motivations, challenges and opportunities and analyzing the general environment and positioning of NSs in that regard. The research aims to:
•Assess the overall status of National Societies (NSs) volunteering to contribute to a comprehensive mapping of Asia Pacific (AP) NS volunteering.
•Develop the Asia Pacific Volunteering Roadmap, which will include ambitions, guidelines, case studies, and peer-learning opportunities, to support NSs in enhancing their volunteering efforts within their respective country contexts.
•Provide actionable advice and recommendations to the IFRC Secretariat on strategic priorities and areas of engagement for improving volunteer management across NSs in the AP region. These recommendations will be based on the research outcomes and aligned with the evolving needs and contexts of the region.
The International Federation of Red Cross and Red Crescent Societies (IFRC) Asia Pacific Regional Office (APRO) is seeking a qualified consultant or team of consultants to undertake a detailed study on volunteering within the Red Cross and Red Crescent movement in the Asia Pacific region. The consultancy will encompass both qualitative and quantitative research methodologies to ensure a holistic understanding of the volunteering landscape.
Job Duties and Responsibilities
Education
Required:
Bachelor’s degree in social sciences, development studies, or a related field.
Qualification in research methodology
Preferred:
Master’s degree in social sciences, development studies, or a related field.
Experience
Preferred:
Minimum 2-5 years of experience conducting research projects in the Asia Pacific region.
Experience within the International Red Cross and Red Crescent Movement
Required:
Minimum 2-5 years of experience conducting research projects in the Asia Pacific region.
Proven experience in conducting mixed-methods research, preferably in the field of volunteerism or humanitarian work.
Strong analytical skills and the ability to synthesize complex data into actionable insights.
Experience in data analysis using statistical software.
Familiarity with the Asia Pacific region and its diverse cultural contexts.
Excellent written and verbal communication skills.
Ability to work collaboratively with a wide range of stakeholders, including National Societies, volunteers, and external partners.
Competencies, Values and Comments
The consultancy is expected to start in late August 2024 with the aim to complete all deliverables by 31st December 2024, with possibility for no-cost extension to complete the given tasks.
The consultant will work under the supervision of the Asia Pacific Regional Volunteering Officer to complete the deliverables according to Consultancy Outputs above. Consultancy deliverables will be approved by the Asia Pacific Regional Volunteering Coordinator.
There is no travel associated with this consultancy. Work activities include desk review of materials, virtual briefings, writing, editing, email communications, to be conducted from the consultant’s home location.
Intellectual Property
All intellectual property rights arising from the work performed under this consultancy, including any,
reports or materials developed by the consultant, will belong to the IFRC Asia Pacific Regional Office.Confidentiality
The consultant is required to maintain the confidentiality of all information shared by the IFRC Country Cluster Delegation for the Pacific office and the survey participants. This includes any materials, discussions, and outcomes of the survey.
Consultancy Fee Payments
•25% of total contract value on signing.
•10% upon receipt of Inception Report and Literature review.
Internal
•25% Completion of data gathering of National Societies.
•10% upon receipt of draft research report.
•30% upon receipt of Final Research Report.Submission of Proposals
As part of the screening process, you are invited to submit information supporting your experience, expertise, and capabilities as follows:
1. One-page capability statement describing your experience in writing proposal/ survey/ report/ development. Language skills should be noted specifically stating if the applicant can prepare professional documentation in that language.
2.A writing sample of which you are the sole author (at least one but not more than three samples).
3.Statement of daily compensation rate (CHF or USD), with details of the past year's assignments, if applicable.
Evaluation of Applications
Applicants will be evaluated on a weighted basis with 75% based on the required Qualifications, Experience and Methodology; and 25% based on the proposed budget.
