总书记的改革论|坚持改革和法治相统一

习近平总书记近日在省部级主要领导干部学习贯彻党的二十届三中全会精神专题研讨班开班式上强调要坚持改革和法治相统一，要求善于运用法治思维和法治方式推进改革，做到重大改革于法有据，平等保护全体公民和法人的合法权益。

At the opening ceremony of the seminar with the main leading cadres at the provincial and ministerial levels studying and implementing the spirit of the Third Plenary Session of the Party's 20th Central Committee, President Xi Jinping emphasized that we need to adhere to the unity of reform and the rule of law, and we must be good at using the methodology of the rule of law to promote reform, ensuring that major reforms are based on the law, and protecting the legitimate rights and interests of all citizens and legal persons on an equal situation.

法治的实现离不开改革推动，改革的深化要求法治保障。全面深化改革是一项宏大而复杂的系统工程，涉及利益关系和体制机制上的深层次问题，必须在法治轨道上有序推进，以法治引领和规范改革行为，发挥好法治的引导、推动、规范和保障作用。

The realization of the rule of law is inseparable from the promotion of reform, and the deepening of reform requires the guarantee of the rule of law. Comprehensively deepening reform is a grand and complex system project, involving deep-seated issues in the relationship of interests and institutional mechanisms, and must be carried out in an orderly manner on the track of the rule of law, with the rule of law leading and standardizing reform behavior, and giving the full play to the rule of law in guiding, promoting, regulating and guaranteeing.

改革和法治如鸟之两翼、车之两轮，应做到同频共振、相互促进。法治建设是一场深刻的变革，要以改革之力完善法治，以改革的思路和办法，进一步完善立法、执法、司法、守法各环节体制机制，解决好法治领域的突出矛盾和问题，更好维护公平正义、护航经济社会发展。改革进入攻坚期和深水区，更需发挥法治在排除改革阻力、巩固改革成果方面的积极作用，用法治突破改革梗阻、确保改革落实，及时把改革成果上升为法律制度，以法治固根本、稳预期、利长远，持续释放改革红利。

Reform and the rule of law are like two wings of a bird and two wheels of a car, and should resonate and promote each other. The construction of the rule of law is a profound change, we should improve the rule of law with the power of reform, with the idea and method of reform, to further improve the legislation, law enforcement, justice, law-abiding links in the system and mechanism, to solve the outstanding contradictions and problems in the field of the rule of law, to better safeguard fairness and justice, and escort the economic and social development. Reform has entered a period of attack and a deep-water zone, it is more necessary to give the positive role to the rule of law in removing resistance to reform and consolidating the achievements of reform, using the rule of law to break through the obstacles to reform and ensure the implementation of reform, and promptly transforming the results of the reform into a legal system so that the rule of law can consolidate the fundamentals, stabilize expectations, and contribute to the long term, thereby releasing the dividends of reform in a sustained manner.

以法治思维和法治方式推进改革，要紧紧围绕“人民”二字展开。我们党抓改革、促发展，归根到底是为了让人民过上更好的日子。而全面依法治国是改革的重要保障。法治和改革统一并落脚于人民，这就要把体现人民利益、反映人民意愿、维护人民权益、增进人民福祉落实到法治建设和改革工作全过程各方面，从法律上推动各项关乎人民切身利益的改革举措和任务要求落地生根。

To promote reform with a rule of law mindset and approach, we must closely focus on the concept of "the people". Our party's pursuit of reform and development ultimately aims to provide the people with a better life. Comprehensively governing the country according to law is an important guarantee for reform. The unity of the rule of law and reform should be based on the people, which requires the implementation of reflecting the interests and wishes of the people, safeguarding their rights and interests, and enhancing their well-being in all aspects of the process of rule of law construction and reform work, and promoting the implementation of various reform measures and task requirements related to the vital interests of the people from a legal perspective.

推进中国式现代化，必须要做到改革和法治相统一。坚持在法治轨道上推进改革、在改革中完善法治，必将更好破解改革新难题、开创法治新局面，凝心聚力谱写推进中国式现代化的新篇章。

To promote Chinese-style modernization, we must unify reform with the rule of law. To advance reform on the track of the rule of law and improve the rule of law in the course of reform, we will better solve new problems in reform, create a new situation for the rule of law, and compose a new chapter in promoting Chinese-style modernization.
