11月11日,《联合国气候变化框架公约》第二十九次缔约方大会(COP29)在阿塞拜疆首都巴库拉开帷幕。政府、企业和民间社会的领导人齐聚一堂,共同推动应对气候危机的全球行动。大会将充分考虑发展中国家的需求,重点讨论气候资金问题,设定气候资金新目标。将性别视角纳入气候减缓、适应以及损失与损害工作中对于推进可持续战略和促进更广泛的可持续发展至关重要。本文探讨了性别与气候、性别金融与气候金融之间的紧密联系,进一步分析了性别金融的发展如何与促进性别平等的工具和政策相结合,与气候议程保持协同一致,进而推动气候金融的发展,为实现《巴黎协定》的目标做出贡献。
在COP29召开之前,联合国气候变化框架公约秘书处于9月发布了一份综合报告,详细分析了缔约方在推进性别响应型气候政策、计划、战略和行动方面的进展[1]。该报告评估了缔约方在气候相关文件中纳入性别因素的进展,并将最近提交的内容与2022年综合报告中设定的基准进行了对比。结果显示,缔约方在性别整合方面的承诺不断增强,85.2%的缔约方在最新报告中提及了性别问题,反映出在气候政策框架中不断融入性别因素的积极趋势。具体而言,81.5%的国家自主贡献(NDCs)、95%的国家适应计划(NAPs),93.8%的国家通信(NCs)以及54.9%的长期低排放发展战略(LT-LEDS)中都提及了性别因素。随着缔约方逐渐认识到融合性别因素对于提高气候目标和有效性的重要性,COP29将举行一系列会议,推动性别与气候议程的发展。包括审查加强版《利马性别问题工作方案》(Lima Work Programme on Gender, LWPG)及其性别行动计划,并将举办关于性别与透明度的高级别活动。
