General Logistics 

前线后勤人员


Our logisticians will make sure our projects are equipped with everything that's needed to deal with an emergency. They are 'the behind the scenes' people that ensure everything runs smoothly, no matter what happens.


As a logistician, you will provide daily technical support to all activities in our medical facilities, including vehicle maintenance and planning of movements. Construction, framing, fitting, and maintaining medical facilities, offices, and staff accommodations could also be part of your duties. You might set up, manage, and maintain the water supply and hygiene/sanitary facilities. In charge of the electricity supply and supervise the installation and maintenance of related equipment such as generators, solar panels, and batteries. You will hire and manage technical staff and contractors, and oversee their work.

Responsibilities

-Monitoring the implementation of logistics/technical/supply activities ensuring compliance to MSF standards, protocols and procedures.


-In close collaboration with the HR department, participating in the recruitment, training, briefing/debriefing and performance evaluation of the logistics staff in the mission in order to ensure both the sizing and the amount of knowledge required. Implementing all these related activities to the logistics staff under his/her direct responsibility.


-Ensuring technical reference for all logistics/technical issues in the mission and provides coaching to logistics staff.


-Ensuring installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required.


-Monitoring and implementing the technical aspects of the risk reduction rules: transport, communication, protection, identification and preparation of the technical aspects of the mission security plan, evacuation plan and other contingency plans.


-Ensuring communication means in the mission (including numbers frequencies), allowing permanent communication between capital, projects, bases and HQ. Ensures all staff in the mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)


Requirement

-Two years of relevant experience showing a capacity to organize and maintain a multidisciplinary activity


-Any type of training, diploma / academic level will be considered


-Solution oriented


-Agile, responsive and adaptation capacity


-NGO experience is an asset (in developing countries)


-Willingness to work in unstable environments


-Fluency in English and/or French, written and spoken

Human Resources and Finance Manager

MSF always looking for experienced HR and Finance professionals who are passionate about humanitarian work and want to use their skills and expertise in our interventions. 



Working area: Overseas


Responsibilities

As the HR and Finance Manager, your main purpose is to plan, organize and implement, within the project, HR, administrative and financial policies and activities in accordance with legal requirements and MSF protocols, standards and procedures in order to provide the organization with quality, reliable and transparent information on the use and allocation of resources to achieve the project's objectives.


For the HR part, you are responsible for the good planning of the project’s human resources. You are responsible for the follow-up of staff, from recruitment to end of contract. You oversee compliance with internal regulations and social legislation in effect in the country. You work with the support of the Human Resources Coordinator in charge of HR in the country.


For the Finance part, you are in charge of the financial management of the project, which includes the setting up and monitoring of the budget and forecasts, supervision of the accounting, cash management of the treasury, effectiveness of the internal control system as well as management of budgets from donors. You will work with the support of the Financial Coordinator in charge of Finance in the country.   


With staff under your supervision, you are also responsible for the organization and training of staff involved in these various tasks.


Requirement

-Degree in Finance, Human Resources, Economics, Management or Human Sciences or relevant experience in Human Resources and/or Finance


-Minimum 2 years of professional experience in HR and/or Finance and an interest in both areas


-Willingness to take on responsibilities in HR and Finance


-Experience working in an NGO and/or in a developing country is an asset


-English must reach B2 level, and French will be a plus


-Be available to work anywhere, including politically unstable contexts and conflict zone


-Availability 6 - 12 months for each assignment

Financial Coordinator

The financial coordinator plans, centralizes, coordinates and supervises the financial management in the mission (budget, accounting, treasury, reporting, auditing procedures, legal financial obligations, etc) according to MSF policies and procedures in order to provide accurate, transparent, timeliness and reliable financial information to the organization and third parties on the allocation of resources in the projects.


He/she is also responsible for the implementation and effectiveness of the internal control system.

Responsibilities

-Planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, in order to ensure budgets are relevant and appropriate.


-Defining the financial strategy for the mission.


-Ensuring proper implementation and respect of MSF policies and guidelines.


-Coordinating and ensuring the efficient management of the treasury including the whole accounting of the mission, in order to ensure the smooth running of operations at all times and maintaining as much control as possible on security risks. This includes among other things, defining minimum levels of cash, anticipating planned expenditures, managing local bank accounts and transfer of funds, managing contacts with banks and/or other financial institutions at mission level, and monitoring the payment of suppliers and staff salaries.


-Being responsible for the management, supervision and development of the finance team, including coaching, training, motivating and ensuring their capability, detecting potential conflicts and finding solutions when necessary.


Requirement

-Master degree in business administration/school or in economics or in commercial sciences. Another diploma could be considered if relevant working experience in finance management can be proved


-2 years of MSF experience or equivalent (NGO)


-Fluency in English and French

Human Resources Coordinator

Define, adapt, plan and supervise the implementation of human resources policies in the Mission, ensuring they are in line with the context, the operational challenges and the strategic HR.

Responsibilities

-Responsible for all human resources management and administrative issues of the whole mission, ensuring they are aligned with legal requirements, HR vision and Responsible Employer frame.


-Providing advice and technical expertise to the Mission Coordination Team, in order to design job profiles, organisational charts and decision-making channels.


-Defines HR strategies at mission level to ensure the mission counts with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning & development plans).


-Defines local policies defining or adapting MSF standard policies to the mission. Ensures implementation of all HR Policies and Management Guidelines.


-Is the responsible and technical referent for HR and Administration related issues at Mission level (recruitment, management and development of teams, contracting of national and regional employees’, remuneration of local and regional staff, etc.).


-Ensure the proper implementation of the Performance Management System (PMS) throughout the Mission.


-Ensure a good knowledge of labour market: in terms of profiles available, level of qualifications, specificities, lead or request labour market studies and benchmarking studies.


-Is responsible to make sure that Internal regulations and all HR related policies, procedures and administrative documents (i.e. employment contracts, payslip, etc.) are within the national legal framework.


-Represents MSF in meetings with Authorities and other NGOs for HR or Administration related issues.

-Essential degree in HR management or business administration. Another diploma could be considered if relevant working experience in HR management can be proved

Supply Chain Manager

供应链经理


Supply chain positions can be based at coordination level (capital of the country) to facilitate the flow of goods from Europe to the projects OR at project level to manage the distribution to the beneficiaries.


Supply chain managers analyze contexts of country in order to design, plan and put in place relevant supply chain and ensure as such operational optimization.


They focus on processes and understand and coordinate all the supply chain activities . They are also familiar with the relevant information systems technology (ERPs for instance).



Working area: Overseas


Responsibilities

-Managing the supply sections at coordination/ project level: Order Processing, Procurement, Warehouse (log and med), and Transport and Customs departments.


-Planning, coordinating and supervising the daily activities of the supply department.


-Coordinating communication lines and functional links between the Supply departments and other departments (Finance, Medical and Logistics departments).


-Ensuring a smooth running supply administration and the respect of the implemented supply procedures.


Requirement

-Post graduate in in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field


-Two years of relevant work experience


-Management experience is mandatory


-Any other graduate with relevant experience in Supply chain


-Strong skills in excel (reporting, statistics…)


-Fluency in English or French


-Availability of at least 6 - 12 months per assignment

Humanitarian Affairs Officer

HAOs help Médecins Sans Frontières/Doctors Without Borders (MSF) to expose the impact that conflict and neglect have on the people we serve and to advocate for them. They also ensure we maintain access to our patients. From carefully building a sensitive advocacy strategy to writing reports on the exclusion of certain communities from medical care, the role of an HAO is incredibly varied.



Responsibilities

Humanitarian Affairs Officers (HAOs) & Advocacy Managers help Médecins Sans Frontières/Doctors Without Borders (MSF) to expose the impact that conflict and neglect have on the people we serve and to advocate for them. They also ensure we maintain access to our patients. From carefully building a sensitive advocacy strategy to writing reports on the exclusion of certain communities from medical care, the role of an HAO is incredibly varied. Our HAOs are usually based in the capital city with frequent travel to our projects and are responsible for gathering information from all actors involved in the situation they are working in. They then use this to strategically advise on how MSF operates and communicates in situations that jeopardize our access to patients, our voice and our principles.


Requirement

-Minimum 2 years relevant professional working experience from one or more of the following:


-Civil society organizations


-NGOs and humanitarian sector organizations


-Institutional and donor experience


-Legal experience


-Academic and research experience (preferably in the field of humanitarian affairs)


-Humanitarian and/or human rights advocacy


-Minimum 1 year experience working in humanitarian or development contexts with proximity to populations

-Data collection skills - qualitative research / human rights monitoring / refugee casework experience.


-Master’s degree in one of the following fields: anthropology/social/political sciences, law, gender studies, protection, international relations, or other relevant subject


-Ability to work under pressure to tight deadlines and strong ability to multi-task


-Ability to work within a diverse team


-Good understanding of current humanitarian debates and of the dilemma/compromise nature of modern humanitarian interventions


-Fluency in English and French. Other languages such as Spanish, Arabic, and/or Portuguese an asset.
