一、2024年工作回顾

I

A Review of Our Work in 2024

一年来,主要做了以下工作。

Last year, we accomplished the following work:

一是针对性出台系列稳增长举措,经济总体实现稳定向好。

1. We implemented a series of targeted measures to ensure stable growth, delivering sustained and upward momentum in the economy.

认真落实国家宏观调控政策,积极争取超长期特别国债等各类中央支持资金2083亿元,更好保障重点任务落实;86个“两重”项目全部开工,“两新”政策带动设备购置等金额快速增长;大力推进“三大工程”建设,实施20个城中村改造项目,推进89个平急两用公共基础设施项目,建设筹集保障性租赁住房7.1万套、竣工各类保障房8.3万套;及时推出降首付、降利率、优化限购等政策措施,积极促进房地产市场止跌回稳。

We rigorously implemented national macro-regulation policies. Through proactive efforts, we obtained 208.3 billion yuan in central government financial support, including ultra-long special treasury bonds, to better deliver on key tasks. We initiated the construction of 86 projects designed to implement major national strategies and strengthen security capacity in key areas. Our equipment upgrade and consumer goods trade-in programs resulted in a rapid increase in equipment procurement and other associated spending. We intensified our efforts to deliver the “three major projects”5. The renovation of 20 urban villages was launched. The construction of 89 public infrastructure projects for both regular and emergency use proceeded smoothly. A total of 71,000 units of subsidized rental housing were made available, and 83,000 units of subsidized housing were completed. We rolled out a raft of timely policy measures, such as reducing down payment requirements, lowering mortgage interest rates, and refining restrictions on housing purchases, to restore and stabilize the property market.

主动实施逆周期调节,一般公共预算支出规模8397亿元、增长5.3%,新设政府投资基金扩展至8个投资领域、带动社会投资286亿元;加大促投资真抓实干激励力度,全市固定资产投资实现较快增长,开工备案项目比例达到1∶3.4,创近年新高;实施扩大消费组合政策,完成西直门等15个商圈改造升级,成功举办“京彩灯会”等系列大型活动,航空双枢纽时隔5年旅客吞吐量再次破亿、入境游客大幅增长186.8%,旅游人次和收入均创历史新高。

We introduced proactive counter-cyclical adjustments. General expenditures in the budget recorded 839.7 billion yuan, an increase of 5.3% over the previous year. New government investment funds were expanded to cover eight industries, driving 28.6 billion yuan in private investment. The incentive package to stimulate productive investment has been strengthened. Fixed-asset investment in the city experienced rapid growth. The ratio of projects under construction to total project reserves reached 1:3.4, a new high in recent years. We adopted a combination of policy measures to boost consumption. Fifteen commercial areas, including Xizhimen, were upgraded. Several successful large-scale events, such as the Jingcai Lantern Show, were held. After a five-year interval, the city’s two airports once again achieved a passenger throughput of over 100 million. Inbound visits surged by 186.8%. Both tourist arrivals and tourism revenues reached record highs.

持续擦亮营商环境“北京服务”品牌,全面深化“高效办成一件事”改革,市区街乡三级监管部门基本实现扫码检查全覆盖;支持科技创新和制造业发展、减税降费及退税超1500亿元,为中小企业清欠12.9亿元;全面实施新一轮国企改革深化提升行动,国企研发投入比例居全国前列;促进民营经济发展壮大,面向民间资本推介重大项目投资总额超2700亿元。

We continued to improve Beijing’s government services to foster a more favorable business environment. We deepened the “All-in-One-Go” government service reform. “Scan-to-Inspect” has been adopted by almost all regulatory departments across municipal, district, and sub-district/township levels. We supported scientific and technological innovation and development of the manufacturing sector, and relieved businesses of over 150 billion yuan of financial burdens through tax and fee cuts and tax refunds. We cleared 1.29 billion yuan of outstanding payments owed to small and medium enterprises (SMEs). The latest initiative on expanding and upgrading the reform of state-owned enterprises (SOEs) was fully implemented. Beijing’s SOEs ranked among the top in the country in terms of R&D input. We worked to invigorate the private sector and offered more than 270 billion yuan of investment opportunities for major projects to private investors.

深化“两区”综合改革,服务业扩大开放试点示范综合测评成绩全国第一,形成全国首个场景化、字段级自贸试验区数据出境负面清单等先行先试成果,北京商务中心区当选全球商务区创新联合会主席机构;亦庄综保区获批设立,中关村综保区开关运作,大兴机场综保区二期通过验收,天竺综保区在国家绩效评估中从第9名提升至第2名;大力推动外贸外资提质升级,8家知名外资医药企业在京新设研发机构,中德世界隐形冠军峰会14年来首次走出德国、在京举办论坛,北京地区进出口总额超3.6万亿元。

We advanced comprehensive reform in the “two zones”6. Beijing ranked first in the overall evaluation of pilot and demonstration areas for greater openness in the services sector, and produced a number of pioneering outcomes. For instance, Beijing was the first in China to adopt a scenario-based, field-level negative list for outbound data flow of companies in the pilot free trade zone. Beijing CBD was elected President of the Global Business Districts Innovation Club. The E-Town Comprehensive Bonded Zone received administrative approval. The Zhongguancun Integrated Bonded Area began operations. Phase two of the Daxing International Airport Comprehensive Bonded Zone passed final inspection and acceptance. The Tianzhu Comprehensive Bonded Zone rose from ninth to second place in the national performance evaluation. Our efforts to boost foreign trade and investment yielded results, with eight renowned international pharmaceutical companies establishing R&D facilities in the city. The China-Germany Hidden Champions Forum 2024 was hosted in Beijing, marking the first edition held outside Germany in the forum’s 14-year history. The city’s total international trade volume exceeded 3.6 trillion yuan.
