15 Dead, 44 Injured in Major Fire: Investigation Report Released

  On November 27, the investigation report on the major fire incident in Nanjing, referred to as the "2·23" incident, was released.  

  • Incident Review

  At approximately 4:35 AM on February 23, a major fire broke out in Building 6 of the Ming Shang Xiyuan residential complex, located at 9 Xishi Road, Yuhuatai District, Nanjing. The fire claimed 15 lives, left 2 people seriously injured, and caused 42 others to sustain minor or light injuries. The direct economic losses amounted to more than 33 million yuan. 

  • Cause and Spread of the Fire

  Investigations determined that the fire was caused by the thermal runaway of an oversized lithium-ion battery in an electric bicycle that had been illegally modified. The fire started when a lithium-ion battery of an electric bicycle, parked on the east side of the elevated floor of Building 6, Unit 2, overheated and caught fire. This ignited nearby bicycles and combustible materials illegally stored in the residents' shared courtyard. Due to the "chimney effect," the flames and toxic smoke quickly spread into the building, exacerbating the fire and leading to significant casualties.

  • Investigation Findings and Key Issues

  The investigation found several key issues, including that the manufacturer and seller of the involved electric bicycle had violated national standards by selling substandard bicycles. The bicycle owner had illegally modified the electric bike and purchased oversized lithium-ion batteries from unauthorized individual sellers. Additionally, residents had unlawfully constructed and stored combustible materials in the building's courtyard, and the property management company failed to properly maintain fire safety equipment, detect the fire in time, or evacuate residents. The fire control room personnel did not follow proper emergency protocols. Local government and relevant authorities showed inadequate awareness of the compounded fire risks posed by electric bicycles and failed to implement sufficient fire safety training and hazard mitigation measures for residents in high-rise communities.

  • Accountability and Legal Actions

  As a result, 10 individuals, including the bicycle owner, the individual seller of illegal batteries, and the property management project manager, have been taken into custody by the police on criminal charges. Seven companies involved in the production and sale of the electric bicycles, as well as the property service, are being dealt with by government authorities according to the law. Public officials and local government departments found to be negligent in their duties related to the incident are facing severe accountability measures.
