老道说:一直以来在县域经济快速发展的过程中,对于我们农民来讲,土地、农房的价值有序提高,大家对农村土地政策的关注度也在变得越来越高,而一户一宅、一户一田相关试点,对于我们农民来讲并不陌生。就在这些年,有些地区在一户一宅、一户一田试点推进方面,已经取得了十分瞩目的成果。而涉及到一户一宅的具体认定标准方面,到底多少人算一户,多大面积算一宅,这是我们很多农民朋友最关心的。
首先:一户一宅、一户一田中的户,主要是指国民家庭居民户口簿,并没有具体的人数限制,1个人1个户口簿可以认定为1户,10个人1个户口簿也可以认定为1户。所以一户一宅、一户一田相关试点,是以居民户口簿为单元开展的。
其次:一户一宅具体的认定面积各地区有所不同,有些地区会根据同意户口簿上家庭成员人均宅基地面积相加的总和为认定面积,有些地区会根据同一户口簿上人数,来设定相关的认定面积。所以只要我们实际使用的宅基地面积,在认定面积标准以内,就可以被认定为一宅,大家还是要以农房、宅基地所在地区的具体要求为准。

而涉及到农民退出土地具体方式方面,主要是以有偿退出的方式。农民退出农村老家的承包地或者是农房,必须要获得相对应的退出补偿金。如果我们没有获得对应的退出补偿金,这样的退出本身也不符合政策要求。
就在2024年,有些地区通过相关试点,已经取得了十分瞩目的成果。例如宁夏省石嘴山市平罗县,在自愿永久退出土地方面就取得了很好的成效。根据该县发布的相关消息来看,在2024年,平罗县已经实施25个“空心村”庄点退出整治。累计退出农村闲置农房土地1125宗,复垦耕地达到1325亩,调整为集体经营性建设用地入市79宗,共计1894.69亩。通过改革带动村集体累计增收2.07亿元,村均收入在143.54万元。目前平罗县85%的村集体经济组织,经营性收益已经达到10万元以上。
平罗县在农村三权自愿有偿退出方面,以充分尊重农民意愿为前提,尊重不同类别不同意愿的村民,积极探索了宅基地使用权、房屋所有权、土地承包经营权全部退出以及宅基地使用权,房屋所有权退出,土地承包经营权在二轮承包期内退出和宅基地使用权,房屋所有权全部退出,土地承包经营土地面积部分退出等三种退出方式。
