On Thursday, Chinese authorities proposed stricter mandatory technical standards for electric bikes, including Beidou satellite positioning, dynamic monitoring, speed limit with anti-tampering measures.

The Beidou positioning module can record information about the electric bike's current longitude, latitude, and speed.
It can support urban traffic management by providing data to help improve traffic planning, provides users with convenient navigation and protect your property by using real-time location tracking and remote monitoring
Speed Limit of 25 km/h with Anti-Tampering Measures
The draft addresses a widespread issue in which many electric bike models have their maximum speed, battery type, and output voltage tampered with, leading to frequent traffic accidents and fire incidents.
To prevent illegal alterations to the maximum speed, the draft introduces anti-tampering requirements in three areas: the battery pack, the controller, and the speed limiter.
For the battery pack, the anti-tampering requirements state that electric bikes should not have reserved interfaces or circuits for expanding the onboard battery. Furthermore, the battery system must include mutual recognition and coordination functions for charging and discharging, ensuring that charging is only possible with a matching charger and that riding is only possible with a compatible battery.
For lithium batteries, replacement must involve either the original battery or one approved for use by the vehicle manufacturer. In addition, the battery must be encoded and matched by the manufacturer before the vehicle can be ridden.
