On October 25, the 2024 Capital International Talent Development Forum officially commenced with the theme "Gathering Global Wisdom to Shape Future Talent." The forum released the Capital International Talent Development Report (2024).


Compiled by the Beijing International Talent Exchange Association, the report aims to comprehensively summarize and showcase recent achievements and experiences in Beijing’s international talent development. It offers in-depth analysis on current challenges and issues in attracting and developing international talent, along with relevant strategic recommendations. The report consists of a general overview and eight sub-reports covering policies, management, market supply and demand, and key industry sectors related to international talent.


The report reveals that since the implementation of China’s foreign work permit system in 2017, the number of foreign professionals in Beijing has remained relatively stable. Currently, over 22,000 foreign professionals work in Beijing long-term, with around 4,400 holding Class A work permits (representing 19.69%), over 17,000 holding Class B permits (78.67%), and around 300 holding Class C permits (1.64%). To date, 2,096 high-end talent confirmation letters have been issued.

The report highlights key trends among international talent in Beijing in recent years:


  1. Total Talent Numbers Declining:

    The total number of foreign professionals in Beijing has slightly decreased. Currently, long-term foreign professionals number around 22,000, representing approximately 0.2% of the workforce and 0.1% of Beijing’s population.


  2. Talent Quality Improving with Optimized Structure:

    Beijing continues to attract highly educated international talent, with over 40% of foreign professionals holding master’s or doctoral degrees in 2023. The proportion of high-end Class A foreign professionals has risen steadily, accounting for 20% in 2023, a 13-percentage point increase since late 2018.


  3. Changes in Nationality Trends:

    The number of European and North American professionals applying to work in Beijing has decreased, from 16% in 2019 to 12%. In contrast, the proportion of African professionals eager to work in China has grown from 26% to 31%, while applications from Eastern Europe (including Russia) have also increased, from 11% to 16%.


  4. Positions Concentrated in Administration and Teaching:

    Half of foreign professionals work in administrative and teaching roles, with administrative positions being the most common (30%). Only 13% are in scientific research and engineering roles.


  5. Geographic Concentration:

    Foreign professionals are mainly concentrated in Chaoyang District, which houses more than half of the foreign workforce. Across the city, 80% are located in Chaoyang, Haidian, Shunyi, and Dongcheng districts, with fewer than 1,000 foreign professionals in each of the remaining districts.
