保护洱海的人们

前言
鹭鸶穿梭稻田，鸥鸭齐聚湖畔；湖水清澈见底，水草随波飘摇。坚持生态优先，洱海水质连续 3 年被生态环境部评为优。探路绿色发展，洱海畔的云南大理，正找寻生态友好的生产生活方式。
2015 年 1 月，习近平总书记亲临大理，“立此存照”，作出“一定要把洱海保护好，让‘苍山不墨千秋画，洱海无弦万古琴’的自然美景永驻人间”的殷殷嘱托。
越来越多的科研单位、科研人员来到大理。面源污染解析与防控、高值作物体系构建与优化、绿色转型与流域战略……一个个围绕湖泊保护、绿色发展、产业升级的研究课题，经这些科研专家们的攻坚，正在渐次破题。
推动洱海保护，是从“一湖之治”到“流域之治”再到“生态之治”的过程。洱海流域内的人口和企业，有序向巍山、宾川、祥云等流域外的县转移；环湖截污、生态搬迁、河道治理等工程陆续实施；环洱海的村落里，许多村民当起了湿地管护员、河道管理员、保洁员……从流域内到流域外，从产业转移到农业转型，从调整发展结构到优化空间布局，以保护洱海为牵引，处理好经济发展与生态保护的关系、区域协同与联动互补的关系，以绿色为底色的高质量发展之路越走越宽。
大理的摄影师们用镜头对着他们，记录一线洱海保护人的平凡工作，在大理国际影会之际，用大幅照片展示他们伟大的身影，并至以崇高的敬礼。
碧水清波浮云影，苍山洱海入画来。党的二十大报告提出的“推动绿色发展，促进人与自然和谐共生”的画卷定能越绘越美好。

Adhering to ecological priority, the water quality of Erhai has been ratedas excellent by the Ministry of Ecology and Environment for three consecutive years. Exploring the path of green development, Dali, Yunnan, is seeking an eco-friendly way of production and life by the Erhai Lake.
In January 2015, General Secretary Jinping Xi visited Dali and made the following statement: "We must protect the Erhai Lake, so that the natural beauty of the 'Canghshan Mountain is inkless painting standingtimelessly. Erhai Lake water is stringless zither playing endlessly.' will always be here on earth!
More and more research institutions and researchers are coming to Dali. The analysis and prevention and control of non-point source pollution, the construction and optimization of high-value crop systems, greentransformation and watershed strategies... research topics around lake protection, green development, and industrial upgrading are gradually being solved through the efforts of these research experts.
Promoting the protection of Erhai Lake is a process from "the governance of a lake" to "the governance of a river basin" and then to "the governance of ecology". The population and enterprises within the Erhai River Basin will be transferred in an orderly manner to counties outside the basins of Weishan, Binchuan, Xiangyun, etc; Projects such as pollution interception around the lake, ecological relocation, and river managementhave been implemented successively; In villages around the Erhai Lake, many villagers have become wetland managers, river administrators, and cleaners... From within the watershed to outside, from industrial transformation to agricultural transformation, from adjusting development structure to optimizing spatial layout, with the protection of the Erhai Lake as the driving force, and handling the relationship between economic development and ecological protection, as well as the relationship between regional coordination and complementarity, the path of high-quality development with green as the background is becoming wider and wider.
The photographers in Dali used their cameras to record the ordinary work of the first-line protectors of Erhai Lake. At the Dali International Film Festival, they used large photos to show their great figures and salutedthem with lofty respect.
Clear water, clear waves, floating clouds and shadows, Cangshan Mountain and Erhai Lake are depicted in the painting. The picture of "promoting green development and promoting harmonious coexistence betweenhumans and nature" proposed in the report of the 20th National Congress of the Communist Party of China is bound to become more and more beautiful.
