一. 项目简介
国家自然科学基金优秀青年科学基金项目（海外）（称作“海外优青”）自2021年设立以来，希望吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
Program Introduction
The National Natural Science Foundation of China (NSFC) Excellent Young Scientist Fund (Overseas), known as the "Overseas Excellent Young Scientist" program, has been established since 2021. It aims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign nationals) who have made significant achievements in natural sciences, engineering, and technology to return to China (or come to China) for work. The program allows scholars to independently choose their research directions and conduct innovative studies, promoting the rapid growth of young scientific and technological talents, cultivating a group of exceptional academic leaders who are expected to enter the forefront of global science and technology, and contributing to the construction of a technologically strong nation.
二. 学校简介
天津大学是工科优势明显，理工结合，经、管、文、法、医、教育、艺术等多学科协调发展的综合性大学，拥有全球影响力的科研中心。天津大学前身为北洋大学，是中国第一所现代大学，设有卫津路校区、北洋园校区、滨海工业研究院校区、福州国际校区和深圳学院。作为全国新工科建设工作组组长单位，提出新工科“天大行动”，在全国率先发布新工科建设“天大方案”并迭代更新，牵头建设“新工科教育国际联盟”“全国新工科教育创新中心”，助力国家科技建设，获批建设一系列国家重大科技基础设施。
About Tianjin University
Tianjin University, formerly known as Peiyang University, is China's first modern university. It is a comprehensive institution with a strong emphasis on engineering, complemented by disciplines such as science, commerce, management, literature, law, medicine, education, and art. The university fosters multi-disciplinary coordinated development and is home to globally influential research centers.
Tianjin University has several campuses including Weijin Road Campus, Peiyangyuan Campus, Binhai Industrial Research Institute Campus, Fuzhou International Campus, and Shenzhen College. As the leading unit of the National Emerging Engineering Education Workgroup, TJU launched "Tianjin Action" which later evolved into "Tianjin Scheme", providing a paradigm for Emerging Engineering Education implementation on a national scale. Our university also led the construction of the "Emerging Engineering Education International Alliance" and the "National Emerging Engineering Education Innovation Center" and was approved to build a batch of major national scientific and technological infrastructures.
三. 申报条件
1. 优秀青年科学基金项目（海外）的申请人应当具备以下条件：
（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；
（2）出生日期在1985年1月1日（含）以后；
（3）具有博士学位；
（4）研究方向主要为自然科学、工程技术等；
（5）在取得博士学位后至2025年4月15日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；
（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；
（7）申请人尚未全职回国（来华）工作，或者2024年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。
2. 限项要求
执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。
Application Criteria
1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：
A. Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
B. Born on or after January 1st , 1985.
C. Hold a doctoral degree.
D. The main research focus shall cover natural sciences, engineering, and related fields.
E. Between obtaining a doctoral degree and before April 15, 2025, the applicant is generally expected to have held a formal teaching or research position at an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months. For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed.
F. Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
G. Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2024, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. After receiving the funding notification, the recipient must resign from overseas work and return to China to work full-time for at least 3 years.
2. Restrictive Requirements
Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.
四. 无忧入职
1. 聘任岗位：给予事业编制正高教职，开通直聘博导绿色通道，可授予博导资格。
2. 薪酬待遇：税前年收入约69万元（不包括单位缴纳的8万元左右保险），另可叠加科研绩效（纵向科研经费项目组间接费用用于绩效支出）；享受特有的天津市税收优惠政策和专项补贴。
3. 科研经费：200-600万元（在国家资助部分基础上学校给予1:1经费配套支持)。
4. 安家费：200万元（含国家及天津市资助部分）。
5. 团队支持：入职首年即给予研究生招生指标；首聘期内每年提供1个博士生指标和2-3个硕士生指标，由学校支持招收1名助手；博士后招收指标不限。
6. 子女教育：学校建有优质的附属幼儿园、小学及中学。
7. 住房医疗：学校在北洋园校区和卫津路校区均为引进人才提供一定数量的周转住房，附近生活交通配套齐全，北洋园校区地铁直达；同时，周边拥有天津大学泰达医院、泰达国际心血管病医院、津南医院、新城医院、爱尔眼科医院、天津医院、海河医院、儿童医院、胸科医院等天津直附属医院及医学中心，致力于为教职工提供便利的生活条件。
8. 天津优质教育资源丰富，教育优势凸显，是全国三个高考自主命题城市之一。天津初中升高中录取率、本科录取率、985高校录取率均在全国各省份中遥遥领先，被誉为考大学“最容易”的地方。
9. 其他政策：协助解决配偶工作。
Worry-free Onboarding
1. Appointment Position: Senior position is offered on the public institution system of contractual employment，open a direct recruitment green channel for doctoral advisors, and grant the qualification to supervise doctoral students.
2. Compensation Package: An annual pre-tax income of approximately 690,000 RMB (excluding around 80,000 RMB in insurance contributions from the institution), with additional research performance bonuses (indirect expenses from vertically funded research projects allocated for performance expenditures). Enjoy exclusive tax incentives and special subsidies provided by Tianjin Municipality.
3. Research Funding: 2-6 million RMB (on the basis of national funding, the university provides a 1:1 matching fund support).
4. Settlement Allowance: 2 million RMB (including subsidies from both national and Tianjin authorities).
5. Team Support: Provide graduate enrollment quotas in the first year of employment; during the initial appointment period, offer 1 doctoral student quota and 2-3 master's student quotas annually, with the university supporting the recruitment of 1 assistant; there are no limits on postdoctoral recruitment quotas.
6. Children's Education: The university has high-quality affiliated kindergartens, primary school and secondary school.
7. Housing and Healthcare: The university would provide a certain number of transitional housing units for incoming talents at both the Peiyangyuan campus and Weijin Road campus. These campuses are well-equipped with surrounding facilities, with direct subway access at Peiyangyuan campus. Additionally, there are adequate medical resources nearby, including Tianjin University TEDA Hospital, Taida International Cardiovascular Disease Hospital, Jinnan Hospital, Xincheng Hospital, Aier Eye Hospital, Tianjin Hospital, Haihe Hospital, Children's Hospital, Chest Hospital, etc., dedicated to providing convenient living conditions for faculty.
8. Rich Educational Resources in Tianjin: Tianjin boasts abundant high-quality educational resources and is one of the three cities in China with independently designed college entrance exams. The acceptance rates for junior high school to high school, undergraduate admissions, and admissions to 985 universities are leading among provinces nationwide, earning the reputation as one of the "easiest places" for pursuing higher education.
9. Other Advantages: Assistance in addressing spouse's employment issues.

学校承担大项目、产出大成果的能力不断提升。2024年科研经费再创新高，实到总经费超41.35亿元。获批国家重点研发计划项目26项，国家自然科学基金项目403项；获批人文社科重大项目6项，再创学校历史新高；获批国家社科基金重大项目3项、国家社科基金重点项目1项。2015年至2024年，以第一完成单位共获国家三大奖17项。
The university's capacity to undertake large projects and produce significant outcomes continues to grow. In 2024, research funding reached a new high, with total funding exceeding 4.135 billion yuan. A total of 26 National Key R&D Program projects and 403 National Natural Science Foundation projects were approved. The university also secured 6 major Humanities and Social Sciences projects, setting a new record in its history. Additionally, 3 National Social Science Fund Major Projects and 1 National Social Science Fund Key Project were approved. From 2015 to 2024, the university, as the lead institution, received 17 major national awards across the three national categories.

2019年10月，国家重大科技基础设施——大型地震工程模拟研究设施正式启动建设。2024年11月，该项目在天津大学通过国家验收并正式投入运行。
In October 2019, the construction of the National Major Scientific and Technological Infrastructure—Large-Scale Earthquake Engineering Simulation Research Facility officially began. In November 2024, the project passed national acceptance at Tianjin University and was officially put into operation.
学校获批建设的合成生物学前沿科学中心，是教育部首批批复建设的7个前沿科学中心之一。
The university has been approved to establish the Frontier Science Center for Synthetic Biology, one of the first seven frontier science centers approved by the Ministry of Education.
