10th Anniversary of the Unified Screening Mechanism: Progress & Challenges
统一审核机制十周年：进展与挑战
Through a series of judgements culminating in Prabakar, Ubamaka and C & Ors, the Court of Final Appeal laid the foundation for the implementation of the Unified Screening Mechanism (USM) by the Hong Kong SAR Government on 3 March 2014. The USM enabled screening for non-refoulement protection in accordance with criteria in the Refugee Convention, the Convention Against Torture and the International Covenant on Civil and Political Rights (via the Hong Kong Bill of Rights Ordinance, Cap. 383).
In observance of the 10th anniversary of the USM this year, this symposium will reflect upon the progress made so far as well as the ongoing challenges in this unique Government-led non-refoulement screening mechanism. The lessons learned over the last decade may further strengthen non-refoulement protection law and procedure locally, and also inform regional developments in state-led mechanisms for refugee status determination.
