In our country, reaching the highest national leadership position is akin to standing at the pinnacle of the civil service hierarchy. Such leaders are exceedingly rare; typically, there are only seven top national leaders, who are the members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee. This Committee is a crucial part of the organization and leadership structure of the CPC Central Committee, which is responsible for faithfully implementing the policies and directives of the National Congress of the Communist Party of China and the resolutions of the plenary sessions of the Central Committee. The General Secretary of the Central Committee must be elected from the members of this Standing Committee, and during the recesses of the Central Committee's plenary sessions, the Political Bureau and its Standing Committee exercise the powers of the Central Committee.
Today, we turn our attention to the youngest current member of the Standing Committee, Ding Xuexiang, who serves as the Vice Premier of the State Council and Deputy Secretary of the Party Leadership Group in the current 20th CPC Central Committee. Ding Xuexiang was born in September 1962 in Nantong, Jiangsu Province. He began his career in August 1982 and joined the CPC in October 1984. He graduated from the School of Management at Fudan University with a major in Administrative Management and holds a master's degree in Science. He is also a professor-level senior engineer.
Ding started his academic journey in 1978 at the Northeast Heavy Machinery Institute, where he studied forging processes and equipment in the Mechanical Engineering Department. After graduating in 1982, he began working at the Shanghai Materials Research Institute (SMRI), which originated from the "Materials Performance Testing Laboratory" established in 1946. The institute grew in tandem with the rise of China's industrial sector, becoming a core research institution for engineering materials technology by the 1990s. By the end of the 20th century, amid significant scientific and technological reforms, SMRI had evolved into a high-tech enterprise and a reputable third-party materials testing institution in Shanghai.
Ding Xuexiang held various positions at SMRI, including deputy office director, secretary of the Communist Youth League committee, office director, director of the ninth department, deputy director, and eventually director of the institute. In 1999, he transitioned to government service, becoming the deputy director of the Shanghai Science and Technology Commission, a position at the bureau level. In 2001, he moved to a local government role as the head of Zhabei District. By 2004, he had returned to the municipal government as deputy head of the Organization Department and head of the Municipal Personnel Bureau. In 2006, he became deputy secretary-general and director of the General Office of the Shanghai Municipal Committee. In 2007, he ascended to the vice-ministerial level as a member and secretary-general of the Standing Committee of the Shanghai Municipal Committee.
In 2013, Ding moved to the central government, becoming deputy director of the General Office of the CPC Central Committee and director of the President's Office, a crucial role that involves assisting the president with daily party and state affairs. By 2015, he had risen to the ministerial level as executive deputy director of the General Office while continuing his role as director of the President's Office. In 2017, he became a vice-national level leader as a member of the Political Bureau, secretary of the Secretariat, director of the General Office of the CPC Central Committee, and head of the CPC Central Committee's Organization for Central Government Departments. In 2022, he was promoted to the highest national level as a member of the Standing Committee of the Political Bureau. This March, he was appointed executive vice premier of the State Council.
