十、竞赛办法
（一）采用中国围棋协会审定的最新围棋竞赛规则，积分编排制，进行8轮比赛。
（二）电脑排编，前三轮同队不相遇，以后不再回避。
（三）使用腾讯围棋拍照数子。如对拍照数子有异议，可向裁判提出手工数子。
（四）计时办法：每方50分钟后，2次10秒读秒。
（五）比赛开始15分钟未到场，按本轮弃权处理。
十一、成绩计算
（一）团体成绩：团体成绩为个人名次相加，数字小者名次列前。
（二）个人成绩：按个人积分排名，积分高者名次列前。如相同则比较对手分，高者列前。再同则按以下顺序：直胜—轮次递减法—犯规次数—抽签。
十二、录取名次及奖励办法
（一）个人奖励前十名，颁发奖金、奖杯及证书，其中冠军6万元、2-10名分别为30000元、15000元、8000元、5000元、3000元、2000元、2000元、1500元、1500元（税前，人民币）。
个人成绩第一名的业余棋手可申报业余7段,不顺延。个人第二名至第四名可申报业余6段,可顺延至前16名。
（二）团体奖励前六名，颁发奖杯及证书。
十三、参赛经费
（一）各参赛队需交赛事服务费2000元（人民币），领队及运动员在比赛期间食宿费用由组委会承担。欧洲围棋联盟等级分排名前10名的选手，每人交通补助500美元；新加坡、泰国队按实际产生的交通费用进行报销。
（二）超编人员每人另交1670马币（1马币≈1.7人民币，具体以当日汇率为准）会议费，单间差每人补900马币。

（一）报名截止日期：报名截止2024年10月31日。
（二）各组需将报名表、身份证或户口本复印件报于西安市围棋协会。

十五、裁判和仲裁
（一）裁判长由中国围棋协会选派，副裁判长、裁判员由承办方指定。
（二）设仲裁委员会。

9.Participation
Each team will have one leader and three players. All
players within the city must be residents and amateur
players over 20 years of age (born before December 31, 2004) to participate in the tournament. Overseas players must have nationality from countries along the Silk Road, and there are no restrictions on age or rank.
10. Rules
a. Latest Weiqi competition rules finalized by the Chinese Weiqi Association, with a point system and 8 rounds.
b. Computer pairing, players from the same team do not meet in the first three rounds
c. 50 minutes basic time, 2 x 10 seconds byoyomi
11. Results
a.Team Score: Team rankings are determined by the sum of the individual rankings of each team’s top three players, with the lowest total score ranked highest. In the event of a tie, compare individual player rankings from highest to lowest until a difference is found. If still tied, the ranking will be determined by a random draw. Teams with fewer than three players are not eligible for a team ranking.
b. Individual Score: Individual rankings are based on total points, with higher points ranked higher. In case of a tie, the sum of the opponents' scores is used as a tiebreaker. If still tied, the following order applies: head-to-head results, round-by-round score reduction starting from the first round, number of fouls, and, if still unresolved, a random draw.
12. Awards
a. Individual Awards: Prizes will be awarded to the top ten players. The top three players receive cash prizes, trophies, and certificates, while places 4 to 10 receive cash prizes and certificates:
●1st place: RMB 60,000
●2nd to 10th place: RMB 30,000, 15,000, 8,000, 5,000, 3,000, 2,000, 2,000, 1,500, and 1,500, respectively (all pre-tax amounts).
●The highest-ranked amateur player may apply for amateur 7-dan status; the 2nd to 4th-ranked amateurs may apply for amateur 6-dan status.
b.Team Awards: Prizes will be awarded to the top six teams, with each receiving trophies and certificates.
13. Fees and Funding
●Participation Fee: Each team must pay a participation fee of RMB 2,000. The organizer will cover accommodation and food expenses for team leaders and players during the tournament.
●Travel Subsidies:
○European players ranked in the top 10 of the European Go Database will receive a transportation subsidy of USD 500 per person.
○Singapore and Thailand teams will be reimbursed based on actual travel expenses incurred.
●Additional Costs for Extra Members: Extra members beyond the team must pay a participation fee of MYR 1,670 (approximately RMB 1,700, subject to exchange rates) and an additional MYR 900 for single occupancy if desired.

●Teams must submit a completed registration form, copies of ID cards or household registration (for domestic players), passport number, and round-trip flight details to the Xi'an City Weiqi Association.

15. Refereeing and Arbitration
a.The chief referee will be appointed by the Chinese Weiqi Association. Deputy referees and other officials will be assigned by the organizing committee.
b.An arbitration committee will be established to resolve disputes.
Any matters not specified in these regulations will be addressed in future announcements. The Chinese Weiqi Association retains the authority for the final interpretation of these regulations.

1.采用中国围棋协会最新审定的中国围棋竞赛规则。
2.积分编排制，进行8轮比赛，每轮比赛先后手电脑排编。
3.前三轮同队不相遇，以后不再回避。
4.使用腾讯、野狐围棋APP拍照数子。
5.时限：每方50分钟2次10秒读秒，单官计时，超时判负。
6.比赛采用黑棋贴子制度，终局计算胜负时，黑棋贴还3又3/4子。黑方185子黑胜3/4子，184子黑负1/4子。棋局结束，负方签字。
7.每轮比赛开始15分未到场者，按本轮比赛弃权判负。
8.如对手有违规行为，对局当时提出，过后不予受理。
9.比赛中如果出现三劫循环等特例时，该局按无胜负处理，双方立即重新加赛，加赛用时制度与原棋局相同，双方所持时间延续双方原棋局所剩时限.
10.成绩计算：
团体成绩；各队3人名次相加，数小者列前；如相同则由高到低依次比较三人名次，直至区分。如全部相同则抽签决定。不足3人不计算团体成绩。
个人成绩：按个人积分排名，积分高者名次前列。如相同则比较对手分，高者列前。再同则按以下顺序：直胜—轮次递减法（从首轮起逐轮递减积分）—犯规次数—抽签。
11.禁止携带手机和其他电子产品进入赛场；
12.赛场内严禁大声喧哗、吸烟；
Supplementary Regulations for the 9th Silk Road International City Weiqi Open Tournament
1.Adopt the latest Chinese competition rules approved by the Chinese Weiqi Association.
2.The tournament will follow an 8-round Swiss system, with player pairings determined by computer for each match.
3.Teams will not be matched against each other in the first three rounds; this restriction is lifted for subsequent rounds.
4.Stone counts should be calculated through the Tencent and Yehu Weiqi (Fox Weiqi) applications.
5.Time limit: Each player has 50 minutes of basic time, followed by two periods of 10 seconds byo-yomi. Exceeding the time limit results in a loss.
6.The game applies a komi system with a 3 and 3/4-stone handicap for Black. If Black finishes with 185 stones, they win by 3/4 stone; with 184 stones, they lose by 1/4 stone. The losing player must sign the score sheet at the end of each game.
7.Players more than 15 minutes late to a round will forfeit the game.
8.If an opponent violates the rules, notify the referee immediately during the game, as complaints are not accepted after the game ends.
9.If a game results in a situation where a winner cannot be determined according to the rules of the tournament, the game shall be declared void. Both players will immediately participate in a rematch with the same time control as the original game, and each player's remaining time will carry over from the original game.
10.Scoring:
●Team Score: The team score is determined by adding up the rankings of the top three players, with the team having the lowest total ranked highest. In the event of a tie, compare the individual rankings of each team’s players from highest to lowest until the tie is resolved. If still tied, the ranking will be decided by a random draw. Teams with fewer than three players are not eligible for a team score.

If still tied, the following order will be used: head-to-head results, round-by-round point reduction starting from the first round, number of fouls, and finally, a random draw.
11.No mobile phones or other electronic devices are allowed during the competition.
12.Loud noise and smoking are strictly prohibited within the tournament area.
