——蔡润大使在第十二届中欧论坛上的致辞


各位嘉宾、各位朋友,

女士们、先生们:

大家上午好!今天,各位新老朋友齐聚一堂,共同出席第十二届中欧论坛。自2011年创立以来,中欧论坛为各界有识之士开展对话、增进理解、推动合作搭建了平台,发挥了积极作用。本届论坛以中欧建交50周年为主题,回顾历史、展望未来,对推动中欧关系发展具有重要现实意义。我谨代表中国驻欧盟使团,对论坛的举办表示热烈祝贺!对各位嘉宾的到来表示诚挚欢迎!向为组织这次论坛作出积极贡献的欧洲之友、中国公共外交协会以及长期关心支持中欧关系发展的各界人士表示衷心感谢!

1975年,中欧老一辈领导人审时度势,以非凡的政治魄力打破冷战隔阂,做出双方建交的决定。半个世纪以来,中欧关系经历国际风云变幻考验,保持稳定发展势头,越来越具有战略意义和全球影响。

这是中欧关系水平持续提升的五十年。建交以来,在双方共同努力下,中欧关系不断迈上新台阶。2001年中欧建立全面伙伴关系,2003年升级为全面战略伙伴关系。2014 年,习近平主席历史性到访欧盟总部,提出中国愿同欧洲共同努力建造和平、增长、改革、文明四座桥梁,建设更具全球影响力的中欧全面战略伙伴关系。中欧领导人会晤机制自1998年启动以来已成功举行24次会晤,双方还建立战略、经贸、数字、环境、人文等领域高级别对话以及广泛领域70多个磋商和对话机制。今年,习近平主席成功访问欧洲三国,欧洲10国领导人访华,充分展现了中欧关系的强大内生动力和广阔发展前景。

这是中欧务实合作蓬勃发展的五十年。当前,中欧互为主要贸易伙伴和投资对象,据中方统计,2023年双方贸易额达7830亿美元,双向投资存量超过2500亿美元。中欧班列累计开行10万列。中欧地理标志合作已实现双方各100个地标清单产品互认互保,并顺利完成第二批各175个地标产品清单公示。双方在财政、金融、环保、交通、科技、教育、海关、卫生、司法等领域的合作富有成效,在数字经济、新能源、人工智能等新兴领域合作稳步推进。双方还共同举办中欧文化年、旅游年等活动,中方已对近20个欧盟国家实施单方面免签政策,进一步便利人员往来。

这是中欧携手为世界的和平与发展作出积极贡献的五十年。中欧是推动多极化的两大力量、支持全球化的两大市场、倡导多样性的两大文明。中欧关系发展得好,不仅造福双方人民,也有利于世界的和平稳定和发展繁荣。中欧坚持多边主义,在联合国、二十国集团等平台开展合作,就乌克兰危机、巴以冲突、伊朗核问题等国际地区问题保持沟通。双方都主张维护世界贸易组织在多边贸易体制中的核心地位,致力于推进世贸组织改革进程。双方一道推动《巴黎协定》的达成和落实,共同应对气候变化等全球性挑战,以实际行动维护地球家园。

女士们、先生们、朋友们!

今年是中华人民共和国成立75周年。中国已踏上以中国式现代化全面推进强国建设、民族复兴的新征程,中国的发展壮大将为欧洲、为世界带来更多机遇。

一是中国进一步改革开放带来的机遇。今年7月,中国共产党成功召开二十届三中全会,对进一步全面深化改革、推进中国式现代化作出系统部署,提出要在5年内完成300多项重要改革举措。中国全面取消制造业领域外资准入限制措施,对生物技术、云计算、增值电信、独资医院等领域实施自主开放,稳步扩大制度型开放,中国对外开放的大门将越开越大。

二是中国经济高质量发展带来的机遇。中国经济具有市场广阔、韧性强、潜力大、产业体系齐全等优势。中国推动高质量发展,加快发展新质生产力,今年上半年中国高技术制造业和高技术服务业的投资增速双双达到两位数以上,中国的经济结构和增长模式不断优化。多年来,中国对世界经济增长的贡献率超过30%,是全球140多个国家和地区的主要贸易伙伴。近期中国推出一系列增量政策,将有力推动经济持续回升向好,有充足信心实现今年经济增长目标,继续发挥世界经济增长最大引擎作用。

三是中国和平发展带来的机遇。中国式现代化不走殖民掠夺的老路,不走国强必霸的歪路,走的是和平发展的人间正道。中国坚定奉行独立自主的和平外交政策,倡导平等有序的世界多极化、普惠包容的经济全球化,致力于与世界各国共同落实全球发展倡议、全球安全倡议、全球文明倡议,推进高质量共建“一带一路”,推动构建人类命运共同体。

女士们、先生们、朋友们!

明年是中欧建交50周年。中欧关系既面临重要发展机遇,也面临一些挑战。在中欧关系承前启后的重要时期,双方应携手努力,把握机遇,应对挑战,推动中欧关系健康稳定发展。在此,我愿同大家交流三点看法。

第一,中欧要做伙伴而不是对手。中欧没有根本利害冲突,双方共识远大于分歧、合作远大于竞争,是伙伴而不是对手。中方始终从战略高度和长远角度看待中欧关系,将欧方视为中国特色大国外交的重要方向和实现中国式现代化的重要伙伴。我们希望欧方客观理性看待中国发展,认真思考中欧关系发展方向。中欧社会制度、意识形态、历史文化、发展水平不同,这些差异应是双方交流互鉴、加强合作的动力,而不应成为对立对抗的理由和借口。作为伙伴,双方应切实尊重彼此核心利益和重大关切,这也是中欧关系50年发展历程得出的一条宝贵经验。中方愿同欧方坚持伙伴定位,以建交50周年为契机,筹办好新一次中欧领导人会晤,深化战略沟通,增进战略互信,推动双方关系行稳致远。

第二,中欧要加强务实合作而不是“脱钩断链”。中欧经贸等领域务实合作的本质是优势互补、互利共赢。经过50年的持续合作,双方已形成你中有我、我中有你的共生局面。中方愿同欧方巩固并拓展各领域务实合作,将彼此打造成为经贸合作的关键伙伴、科技合作的优先伙伴、产供链合作的可信伙伴。与此同时,中方反对将经贸问题政治化、泛安全化,反对保护主义。希望欧方同中方相向而行,将双方领导人达成的通过对话协商解决经贸摩擦的重要共识落到实处,妥善处理电动汽车案等经贸摩擦,维护中欧经贸合作大局。国之交在于民相亲。中方欢迎更多欧洲朋友到中国旅游观光、投资兴业,也希望欧方为中国公民来欧提供更多便利。

第三,中欧要为世界提供更多稳定性确定性而不是复杂因素。当前,世界正处于新的动荡变革期。中方支持欧洲一体化进程,支持欧洲战略自主,支持欧方在国际事务中发挥更大作用。中欧都支持世界多极化,都支持国际法和国际关系基本准则,都反对“新冷战”和阵营对抗。明年是联合国成立80周年,中方愿同包括欧方在内的国际社会一道,共同维护以联合国为核心的国际体系,推动国际秩序朝着更加公正合理的方向发展。中欧作为世界两大重要力量,有责任为变乱交织的世界提供更多稳定性确定性,为发展提供更多推动力,为全球治理提供更多引领和支持,为世界和平与发展不断作出新的贡献。

女士们,先生们,朋友们!

中国人讲“五十而知天命”,更讲“事在人为”。站在中欧建交50周年的新起点上,期待各界人士发表真知灼见,积极建言献策,共同推动中欧关系迎来更加美好的明天。

Join Hands to Promote the Healthy and Stable Development of China-EU Relations
Speech by Ambassador Cai Run at the 12th China-Europe Forum

Ladies and Gentlemen,
Good morning! Today, I am very delighted to get together with both old and new friends at the 12th China-Europe Forum. Since its inception in 2011, the China-Europe Forum has provided a valuable platform and played a positive role in advancing dialogue, mutual understanding and cooperation among insightful minds from all sectors. This year’s forum, themed on the 50th anniversary of China-EU diplomatic relations, is highly relevant as it allows us to reflect on the past progress and more importantly look forward to the future. On behalf of the Chinese Mission to the European Union, let me first congratulate on this year’s forum and warmly welcome all distinguished guests being here today. I also wish to express my sincere gratitude to Friends of Europe, the China Public Diplomacy Association and all those who have long supported and contributed to China-EU relations.
In 1975, the older generations of Chinese and European leaders showed extraordinary political foresight and courage, breaking down the barriers of Cold War to decide to establish diplomatic ties. Over the past half-century, China-EU relations have weathered international changes, maintaining a momentum of steady growth and becoming increasingly strategic and globally significant.
The past 50 years has witnessed the continuous elevation of China-EU relations. Since the establishment of diplomatic ties, the relationship has reached new heights through joint efforts. In 2001, we established a comprehensive partnership, which was upgraded to the comprehensive strategic partnership in 2003.In 2014, President Xi Jinping made a historic visit to the EU headquarters, during which he called for joint efforts to build four bridges for peace, growth, reform and progress of civilization, so that the China-EU comprehensive strategic partnership will take on even greater global significance. The China-EU Summit, since 1998, has taken place 24 times. This leadership exchange is also complemented by high-level dialogues in strategic, economic, digital, environmental, and people-to-people fields, as well as over 70 consultation and dialogue mechanisms. The fact that this year President Xi Jinping visited three European countries and leaders from 10 European nations visited China fully reflects the strong momentum and broad prospects of China-EU relations.
The past 50 years has witnessed the flourishing of practical cooperation. China and the EU are now each other’s major trading partners and investment destinations. According to Chinese statistics, the bilateral trade volume reached $783 billion in 2023, with cumulative mutual investments exceeding $250 billion. The China-Europe freight train service operated 100,000 trips. Our cooperation on geographical indications realized mutual recognition and mutual protection of 100 GI products on each side, and we successfully completed the public announcement of the second round of 175 GI products on each side. The two sides also achieved fruitful cooperation in the fields of finance, finance, environmental protection, transportation, science and technology, education, customs, health and justice, and made steady progress in cooperation in emerging sectors such as digital economy, new energy and artificial intelligence. We also organized events like the China-EU Cultural Year and Tourism Year. Recently, China unilaterally offered visa-free access to nearly 20 EU countries, a move that will further facilitate people-to-people exchanges.
The past 50 years has witnessed the joint contributions to global peace and development. China and the EU are two major forces advancing multipolarity, two large markets supporting globalization, and two great civilizations advocating for diversity. A robust China-EU relationship benefits not only our two peoples but also global peace, stability and prosperity. As advocates of multilateralism, we work closely at the UN, G20 and other platforms, and maintain communication on major international and regional issues including the Ukraine crisis, the Palestine-Israel conflict and the Iran nuclear issue. We both support the WTO’s central role in the multilateral trading system and stay committed to advancing WTO reform. By promoting the conclusion and implementation of the Paris Agreement, we are taking concrete actions to address climate change and other global challenges to safeguard our shared planet.

This year marks the 75th anniversary of the founding of the People’s Republic of China, and the country has embarked on a new journey of building a great country and advancing national rejuvenation on all fronts through Chinese modernization. China’s development and growth will bring more opportunities to Europe and the world at large.
First, China’s further reform and opening up will bring opportunities. This July, the Chinese Communist Party held the Third Plenary Session of the 20th CPC Central Committee, making systematic plans for further comprehensively deepening reform and advancing Chinese modernization. The meeting outlined over 300 significant reform measures to be implemented within the next five years. These include fully removing foreign investment restrictions in manufacturing, further opening sectors like biotechnology, cloud computing, value-added telecommunications and wholly foreign-owned hospitals, and steadily expanding institutional openness. China’s door of opening up will only open wider.
Second, China’s high-quality development will bring opportunities. China’s economy boasts broad markets, strong resilience, immense potential, and a comprehensive industrial system. China is advancing high-quality development and accelerating the growth of new productive forces. In the first half of this year, investment in high-tech manufacturing and high-tech service industries both grew by double digits. The country’s economic structure and growth model continue to be optimized. Over the years, China has contributed more than 30% of global economic growth and remains a key trading partner for over 140 countries and regions. With the recent policy measures, Chinese economy will continue to move upward, and we have full confidence in achieving this year’s economic growth target. China will continue to serve as a major engine of global growth.
Third, China’s peaceful development will bring opportunities. In pursuit of Chinese modernization, China neither follows the old path of colonial exploitation nor pursues a hegemonic path of power dominance. Instead, we keep to a just cause of peaceful development. China adheres to an independent foreign policy of peace, advocating for an equitable and orderly multipolar world and inclusive, mutually beneficial economic globalization. We are committed to working with all nations to implement the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, as well as advance high-quality Belt and Road cooperation. The aim is to build a community with a shared future for mankind.

Next year marks the 50th anniversary of China-EU diplomatic relations. Despite some of the challenges, this relationship faces significant opportunities. At this crucial moment, it is important that we work together to seize opportunities, address challenges, and promote the healthy and stable development of China-EU relations. To this end, I would like to share my views on three aspects.
First, China and the EU should be partners, not rivals. There are no fundamental conflicts of interest between the two sides. In fact, we have more areas of consensus and cooperation than differences and competition. We are partners rather than rivals. China always views relations with the EU from a strategic and long-term perspective, regarding Europe as an important direction in China’s diplomacy and an important partner in pursuit of Chinese modernization. Similarly, we hope that the EU side can take an objective and rational view of China’s development and think about the future direction of China-EU relations. We believe that differences in social system, ideology, history, culture and level of development should serve as a driving force for dialogue and cooperation, not as reasons or excuses for rivalry and confrontation. As partners, we should respect each other’s core interests and major concerns, a valuable lesson we learned from the 50-yearrelationship. China hopes to work with the EU to reaffirm partnership and make good preparations for the next China-EU Summit on the occasion of the 50th anniversary of diplomatic ties. We hope to deepen strategic communication and build mutual trust to ensure the steady and sustained growth of China-EU relations.
Second, China and the EU should strengthen practical cooperation, not seek decoupling. The essence of our practical cooperation in trade and other fields lies in complementary advantages and mutual benefit. The past 50 years has shown that we are deeply intertwined and have a stake in each other’s success. We hope to consolidate and expand practical cooperation in various fields and turn each other into key partners for business cooperation, priority partners for cooperation in science and technology, and trustworthy partners for cooperation in industrial and supply chains. At the same time, China opposes the politicization and securitization of trade issues and stand against protectionism. We hope to work with the EU in the same direction and implement the consensus reached by our leaders to resolve trade frictions through dialogue and consultation. Issues such as the ongoing electric vehicle case should be properly handled to preserve the broader framework of China-EU trade cooperation. People-to-people exchanges hold the key to sound state-to-state relations. We welcome more European friends to visit China for sightseeing and making investments. We also hope the EU provide greater convenience for Chinese citizens coming to Europe.
Third, China and the EU should add more stability and certainty to the world, not complexity. The world is undergoing a new period of turbulence and transformation. China supports European integration and strategic autonomy as well as a greater role for the EU in international affairs. Both China and the EU support multipolarity, uphold international laws and basic norms of international relations, and oppose a “new Cold War” and bloc confrontation. As we approach the 80th anniversary of the UN next year, China is ready to work with the EU and the wider global community to uphold the UN-centered international system and promote a just and equitable international order. As two global players, China and the EU share the responsibility to add greater stability and certainty to this turbulent and changing world, to drive global progress in development, and provide more leadership and support for global governance. Together, we should continue to make new contributions to global peace and development.

Chinese people often say that at fifty, one knows the mandate of heaven. We also believe that where there’s a will, there’s a way. As we approach the 50th anniversary of China-EU diplomatic ties, I very much look forward to hearing your insights and suggestions. Let us work together to usher in a brighter future for China-EU relations.
