【双语阅读】IBM裁撤中国研发部门,涉及超1600名员工

IBM Corp. is shutting down two major research and development (R&D) units in China, amid declining business in the country and mirroring a broader trend of U.S. tech firms scaling back their presence in China.

The units affected by the pullback are IBM’s China Development Lab (CDL) and China Systems Lab (CSL), both established in 1999. CDL, which focused on application software development, has more than 1,000 employees, while CSL, which focused on system development such as mainframe database, has a team of 695, one IBM worker told Caixin.

Some China-based colleagues found themselves locked out of the company’s intranet virtual private network (VPN) and shared cloud drive on Friday, and subsequently received verbal layoff notices from their managers that evening, the worker said.

The company held a brief online staff meeting on Monday morning to relay the news, the worker said. Frontline managers and human resources staff are currently negotiating severance packages with the affected employees, the person said.

该员工向财新称,上周五(8月23日)部分同事连接公司内网的VPN、企业共享云盘已经无法登陆,周五晚间收到领导关于裁员的口头通知,周一上午原本预计30分钟的裁员通知线上会仅开了3分钟左右,目前一线经理和HR正就裁员补偿谈判。


“We are exiting all of the development mission in China,” said IBM’s Global Enterprise Systems Development Vice President Jack Hergenrother, according to a transcript of the online meeting obtained by Caixin. The company will be shifting the development work to other IBM infrastructure locations overseas, Hergenrother said.

The decision was influenced by market dynamics and fierce competition, Hergenrother said, adding that infrastructure business in China has declined in recent years.

“IBM will adjust its operations as needed to provide the best service to its customers. These changes will not affect our ability to support customers in the Greater China region,” an IBM China spokesperson said in a statement to Caixin Monday. The spokesperson did not offer details of the layoffs.

IBM’s strategy in China is focused on leveraging the company’s experience in technology and consulting to build teams that offer tailored solutions for Chinese customers, especially privately owned Chinese companies looking to capitalize on opportunities related to hybrid cloud and artificial intelligence, the spokesperson added.

Hybrid cloud is used by companies for cost-effective investing in computing capacity by combining public or private cloud resources with in-house, on premises computing capacity.

IBM中国还在回应中表示,中国企业,尤其是民营企业,越来越重视抓住混合云和人工智能技术带来的机遇,而IBM在中国的本地战略重点则是利用技术和咨询方面的丰富经验,组建具备相应技能的团队,帮助中国客户共创符合需求的解决方案。


After adjusting for currency , IBM’s revenue in China declined by 16% year-on-year in 2023, according to its annual report. It also closed its China Research Laboratory in 2021 after 26 years of operation.

分地区来看,财报披露, 2023年中国业务收入同比下滑16%,而包括中国在内的整个亚太市场营收同比增长6.5%。


Dating back to its modern entry into China in the 1980s, IBM’s servers became indispensable across the country’s many corporate sectors including banking and telecommunications by the early 2000s.

In 2013, China’s internet and finance sectors accelerated a so-called “De-IOE” campaign, replacing servers and databases from American suppliers IBM, Oracle Corp. and EMC Corp. with homegrown products.

事实上,自IBM服务器上世纪80年代进入中国后,逐渐成为国内银行、电信等关键部门不可替代的数据系统,IBM的服务器、Oracle(甲骨文)的数据库、EMC的存储成为标配。2014年在“棱镜门”之后,中国政府更加重视IT系统网络安全,一场以自主可控为目的的“去IOE”运动正式拉开。


In recent years, China has further ramped up the domestic push to substitute foreign IT products and services, driven by the U.S. government’s increasing efforts to block China from acquiring advanced technologies such as cutting-edge computer chips.

IBM’s latest withdrawal follows those of its U.S. tech peers. Amazon.com Inc.’s Kindle e-bookstore completed the last phase of its exit from the Chinese market last month, while a source at a Microsoft Corp. store in Henan province said that the American tech giant had closed all of its retail stores on the Chinese mainland as of end of June.

Microsoft Corp. did not comment directly on the post but said it has decided to “consolidate its channels in the mainland market.” Consumers can still buy its products and services through its website and certain retail partners. In addition, Microsoft-owned LinkedIn also shut down the professional social networking platform on the mainland last August.

San Francisco-based Airbnb Inc. said in May 2022 that it would cease operating in China after harsh Covid-19 restrictions hurt its business.
