Home sales surged in Beijing during last week’s National Day holiday as buyers flocked into the market after the city’s recent measure to stimulate the housing market.

国庆节假期前的政策“大礼包”激发楼市购买需求,北京新房和二手房成交量同比大幅上涨。据财新走访楼盘和市场机构于10月8日发布的数据显示,10月1日至7日北京新房到访量和成交量大幅增长,二手房仍“以价换量”,成交量亦有所增长。


During the weeklong holiday from Oct.1, new home sales by area in Beijing totaled 28,100 square meters. Daily sales averaged 4,000 square meters, representing an 81% growth from last year’s National Day holiday, according to data from China Index Academy (CIA).

The number of new home subscriptions in Beijing during the holiday was 1.3 times September’s total, CIA data showed. Most projects saw a significant increase in visits and subscriptions.

上述政策为北京楼市释放了大批购买力。根据市场机构中指研究院的数据,10月1日至7日,北京新房合计成交面积和日均成交面积分别为2.81万平方米和0.4万平方米,日均成交较2023年国庆假期增长81%,若剔除2023年9月底与国庆假期连休的两日成交量,则今年国庆假期新房成交量增幅更高。


The capital and China’s three biggest cities all announced policies to relax curbs on homebuying and lower downpayment requirements on Sept.30 in the latest efforts to boost ailing house sales. The moves came in response to central government’s call to reverse the property market decline.

Beijing eased its requirement to allow non-residents to buy homes in core urban areas after paying a minimum three years of social insurance or personal income tax, reducing it from the five-year threshold in place for more than 13 years.

国庆假期前夜,9月30日夜间,北京发布楼市新政,执行超13年的购房需五年社保或个税限购政策首现调整,非本地户籍的“上车”门槛降低至三年,五环外购房降至两年,执行近十年的通州区楼市“双限”取消。


The capital also cut minimum down payment ratios for first homes to 15% from 20%, and from up to 35% to 20% for second home purchases.

“Since the policy was introduced, the number of potential buyers has significantly increased,” as people previously ineligible to buy in Beijing are now entering the market, according to an executive at state-backed developer Poly Development and Holdings Group Co. Ltd. Recent support policies have boosted market confidence, prompting some hesitant buyers to move forward with their purchases, the executive said.

Visits by prospective homebuyers in Poly’s Beijing projects during this year’s National Day holiday nearly doubled from last year’s, the executive added.

央企开发商保利发展的一名项目负责人告诉财新,其所在企业的北京公司国庆期间的成交业绩较此前定下的任务大致“翻了一倍”,以北京东四环的一个新盘项目为例,该项目原计划于11月至12月清盘,但国庆期间认购量上升,“现在已经全清了”。该人士称,保利发展在北京的新房楼盘国庆期间的整体到访量较去年同期也“高了一倍”。


“政策出台后客户的基数量大了很多。”上述人士认为,此前部分未及北京购房门槛的群体释放购买力,此外,近期各类房地产支持政策提升了购房者对市场的信心和预期,“有部分有需求的人不再持币观望了”。


Private developer Longfor Group Holdings Ltd. reported a rise in visits and sales at its key Beijing projects during the holiday. In the northwestern suburb of Changping, showroom visits increased by 50% and sales velocity jumped 120%, primarily driven by first-time buyers previously held back by homebuying restrictions, according to a Longfor executive. At one of Longfor’s upscale projects in Shunyi District, visits rose 200%, while sales soared 230% compared with September.

民企开发商龙湖集团向财新出具的数据显示,其北京的主要新盘项目国庆期间到访量和成交量上涨,其中位于昌平区的项目到访量和销售流速环比增长50%和120%,大部分客户为首套置业的刚需客户,此前出于社保年限及首付限制无法购买,上述政策出台后方才“上车”。龙湖集团另一位于顺义区的改善型豪宅项目国庆期间到访量较9月提升200%,成交量则增长230%。


Although the new policies have boosted sentiment, the recovery remains uneven, with some areas of Beijing experiencing more demand than others, the executive added.

尽管市场初现回温趋势,但房企当前对提价的信心普遍不足,核心策略仍是加快去化。上述政策出台后,北京多个楼盘在国庆节前传出涨价信息,但据财新了解,“不少开发商喊着要收点(收回折扣),但实际上没有完全执行。”上述负责人称,当前房企的思路是在楼市放松政策的窗口期清库存,把一些“老产品”清盘,回笼资金拿新地、打造产品力更强的新楼盘。


Despite signs of market recovery, developers are cautious about raising prices, focusing instead on speeding up sales. The current strategy is to use this window of relaxed housing rules to clear out inventory, particularly in older projects, freeing up funds to buy new land and develop stronger, more competitive properties, the Longfor executive added.

Beijing’s second-hand housing market also saw a significant rebound during the holiday period. Data from Centaline Property Research Institute showed that 5,500 pre-owned homes were sold between Oct. 1 and 7, up from 3,500 in the 2022 holiday and under 2,000 last year.

国庆期间,北京二手房市场成交量和带看量也大幅提升。根据市场机构中原地产的数据,10月1日至7日,北京二手房成交5500套,而2022年和2023年同期则为3500套和不足2000套。一名中介机构人士告诉财新,国庆假期带看量和成交量明显增长,以其负责区域朝阳区双井片区的一楼盘为例,10月6日单日成交三套二手房,大致相当于此前一个月的成交水平。


Analysts expect the easing of rules to continue driving an increase in pre-owned home sales, helping to stabilize prices after a prolonged decline.

China’s four biggest cities — Beijing, Shanghai, Shenzhen and Guangzhou — each rolled out measures to stimulate home sales before the holiday. As well as Beijing, the other cities also recorded rising sales.

在北京发布上述政策之前,一线城市上海、广州、深圳也接连发布了楼市“松绑”政策。


CIA data showed that new home subscriptions during the weeklong holiday in Guangzhou and Shenzhen were double those in September, while Shanghai surpassed last month’s totals. Pre-owned home visits and sales also rose significantly in each city, with Shenzhen’s transaction volume more than doubling year-on-year.

上述三城的楼市热度也在国庆假期间有所提升。中指研究院的数据显示,国庆期间,其监测的广州、深圳新房项目假期平均认购量达9月全月2倍水平,北京、上海超过9月全月认购量;二手房带看量和成交量也普遍增长,如深圳成交量同比增幅超100%。


Whether the rebound will be sustained remains to be seen as revivals led by previous rounds of policy easing have been short-lived.

CIA said there is still room for further relaxations to home-buying restrictions in Beijing, Shanghai and Shenzhen. Meanwhile, smaller cities may increase home buying subsidies, further supporting the stabilization of prices and transaction volumes.
