11月24日19时许，玉林市公安局东成派出所接到远在外地的黄女士（化名）报警称，其居住在玉州区XX路的父母正遭遇电信网络诈骗。
接警后，民警黄兹鹏等人马上赶到现场，敲开黄某家。此时，黄某夫妇正心神不定地坐在沙发上。

了解得知，当日中午，黄某的老伴陈阿姨（化名）接到一个陌生的电话，对方自称是“上海市公安局的”，说她因在网上发布了非法广告，正被立案调查。陈阿姨一听，就急了，说自己并没有做过那事。对方说，那有可能是她的信息被“黑恶势力”利用，并说“黑恶势力”神通广大，已经买通了当地公安局，千万不要报警、不要出门，也不要和任何人提起这事，他们想办法解决。
接着，对方挂了电话，通过微信视频电话继续与黄某夫妇沟通。视频里，黄某夫妇看到了一名着警服的男子，于是更加信了。在对方的一顿忽悠下，黄某夫妇把自己的银行卡号及余额（近100万元）告诉了对方。对方说，他们的信息已经泄露，为防止“黑恶势力”把钱转走，要求他们把钱转到公安机关的“安全账户”。
黄某夫妇慌了神，一时竟不知道如何是好，于是打电话给外地的女儿，并警告她“千万不要报警”。黄女士一听，马上意识到是骗局，于是叮嘱他们千万不要相信对方，接着报警。
黄兹鹏向黄某夫妇详细讲解了常见的电信网络诈骗类型、作案手法。经一番讲解，黄某夫妇恍然大悟，紧紧地握住黄兹鹏的手说：“谢谢你们！要不然，我们老两口辛辛苦苦一辈子的积蓄就被骗走了。”
为避免老人二次被骗，公安机关暂时对他们的银行账户采取了止付措施。
凡自称是“公检法”机关办案，需要把钱转到“安全账户”的，就是诈骗！
