After a policy initiative in June that lowered the down-payment requirements and mortgage rates home buyers faced, the pre-owned housing market in Beijing has seen increased sales but a decline in prices in July.

自6月26日下调首付比与贷款利率的房贷新政策(下称“626”新政)在北京落地后,二手房市场“以价换量”趋势愈发明显。近日,多家市场机构发布的数据显示,“626”新政落地后,北京市刚需客户观望松动,二手房成交量有所增加,但成交价在买卖双方博弈中普遍维持下跌态势。


Sales of pre-owned homes reached 15,600 units in July, the highest monthly volume in 15 months, according to data from the Centaline Property Research Institute. However, in August, the initial effect of the policy diminished slightly, with sales falling by 7.8% to 14,400 units.

Despite this decrease, the volume remained above 12,000 units for six consecutive months, a level often used as a benchmark for market health.

根据中原地产研究院的数据,7月,北京市二手房成交量达1.56万套,为近15个月来单月成交量最高;8月,“626”政策效应有所减退,二手房成交量环比减少7.8%至1.44万套。不过,北京二手房市场8月份的成交量仍超过1.2万套——这是市场普遍使用的“荣枯线”标准。据财新观察,自今年3月以来,北京市已连续六个月的二手房成交量超过1.2万套荣枯线。


The market’s response has been shaped by a cautious attitude among buyers, influenced by broader economic uncertainty and a property market that has been slow to recover.

An analyst noted a significant shift: before 2020, about 80% of home buyers in Beijing were selling their existing home to buy a new one, but this figure dropped to below 40% in the first half of this year. This shows a reduced willingness to re-invest in the market, with many choosing to hold on to cash instead, the analyst said.

在宏观经济下行、房地产市场迟迟未能企稳等因素影响下,北京二手房市场的购房者投资仍趋于保守。一名机构分析人士透露,在2020年之前,北京楼市“卖一买一”的购房者比例一度达到八成,即有八成购房者卖掉手头的房产后会再置换新的房产,但今年上半年这一比例降至不足四成——这意味着更多购房者在出售原有房产后并未购入新的,置换需求大幅萎缩。


Zhang Dawei, chief analyst at Centaline Property Agency Ltd., attributed the recent spike in sales to policy-induced price reductions. He notes that the market is currently in a “price for volume” phase, where buyers have more negotiating power and sellers are willing to lower prices to close deals. The new policy has intensified this trend, leading to increased market activity even as prices continue to fall, Zhang said.


On June 26, authorities in Beijing, home to nearly 22 million people, announced a reduction in the down payment first-time homebuyers needed to find from 30% to a minimum of 20%. Down-payment requirements for second-home buyers were lowered to between 30% and 35% depending on location, from a previous rate of 40% to 50%.

The city also reduced the floor on mortgage rates to as low as 3.5%. Families with more than one child and those who buy certified energy-saving properties were to be given more favorable terms, according to a government notice.

6月26日,北京跟进落实中国人民银行与国家金融监督管理总局联合发布的《关于调整个人住房贷款最低首付款比例政策的通知》,宣布降低首付比例和房贷利率。


The average price of pre-owned homes in Beijing has now returned to levels last seen eight years ago, according to Anjuke Beijing, a website for homebuyers. As of July, the average price had dropped to 54,000 yuan per square meter, comparable with prices in August and September of 2016. This represents a roughly 25% decrease from the peak. While August sales data is still being finalized, preliminary observations suggest prices are still on a downward trajectory, a real estate agent told Caixin.

北京二手房房价在经历多个月的连续下跌后,平均价格已跌回八年前。市场机构安居客北京发布的数据显示,截至7月,北京二手房成交均价为5.4万元/平方米,价格已回落至2016年8月、9月的水平,“北京房价从最高点已经累计下跌了25%左右。”一名房产交易中介平台人士告诉财新,北京8月二手房成交均价尚未统计完成,但从挂牌价和市场感受来看“价格仍是下跌的”。


Amid falling prices and reduced barriers to entry, a growing number of first-time buyers are taking advantage of the opportunity to enter the market. These buyers, who typically have an immediate need for housing, have become a key driver of recent sales activity. They are attracted by the increased affordability of homes, although many remain hesitant to invest in new properties due to concerns about delivery risks, said Xu Yuejin, deputy director of research at the China Index Academy.

而在价格下跌、购房门槛降低的当下,部分刚需购房群体择机“上车”,成为近期二手房成交量增长中的重要力量。中指研究院研究副总监徐跃进称,近期观察到核心城市的刚需客户开始进入二手房市场,主要原因是房价经过持续下跌后“性价比开始显现”,不过,这部分刚需客户的需求暂未向新房市场大规模传导,主要还是由于部分客户对于新房交付风险有所顾虑。


This cautious approach, combined with the “price for volume” strategy in the second-hand market, has led to a stronger performance for pre-owned homes compared with new homes. Data from the China Index Academy shows that the proportion of pre-owned home transactions in 25 major cities rose to 55.6% in 2023 and further increased to 64.1% from January to July this year.

Nationally, pre-owned home prices have been on a consistent decline. From January to August, prices fell year-on-year in 100 cities across China, with August marking the 28th consecutive month of falls. The average price of pre-owned homes in these cities dropped by 0.71% month-on-month in August, and more than 90 cities have experienced falling prices for 15 straight months.

不过,“以价换量”致使全国二手房房价均持续下跌。根据中指研究院发布的数据,1至8月,全国百城二手住宅价格累计全部同比下跌。8月,百城二手住宅均价环比下跌0.71%,已连续下跌28个月,房价下跌的城市数量已连续15个月超过90个。


Looking ahead, the market may experience a slight improvement as it enters the traditional “golden September and silver October” peak season. However, according to Xu Yuejin, constraints such as reduced land supply and stagnant income expectations may continue to pressure the new home market, Xu said.
