大作文：Some countries spend lot of money to make bicycle usage easier. Why is this? Is this the best solution to traffic congestion?
提示：
1. 这个题目是典型的报告类话题，分成四段写，两个问题就写成2个主体段就好了。
2. 题目中说了一些国家，所以同学们在举例子的时候可以说下哪些国家in particular，题干里写了花很多钱，其实就是投资或者花精力到这些上面去。
3. 这里的make bicycle usage easier 有涉及到很多东西：1.最常见的就是设置专门的bike
