On December 7, the 2024 Pudong International Talent Port Forum was held at the Zhangjiang Science Hall in Shanghai. At the event, Shanghai’s Pudong New Area unveiled specialized policies to streamline services for foreign talent.
The forum saw the release of the “Several Measures for Further Strengthening Services and Support for Foreign Talent in Pudong New Area” (hereafter referred to as the “Measures”), which includes 34 specific initiatives addressing work, entrepreneurship, and daily life for foreign talent in Pudong.
Key Highlights from the “Measures”:
Opportunities in Innovation and Entrepreneurship
Foreign professionals in critical industries can obtain work permits directly.
International Talent Stations offer overseas professionals considering relocation to Pudong up to 14 days of free accommodation and up to 12 months of startup workspace.
Enhanced Entry and Exit Convenience
Pudong New Area can directly issue the Confirmation Letter for High-Level Foreign Talent, facilitating multi-entry visas for foreign talent visiting for academic exchanges, research collaborations, and business purposes. Family members can also enter on the same permit.
Pudong is piloting an electronic port visa system across the region. Applications can be fully processed online, eliminating time and location constraints, paper documentation, and the need to submit original passports or affix physical visa stickers. Entry is enabled via passport and electronic visa through designated border channels.
The Permanent Residency Fast Track system allows high-level foreign professionals recommended by Pudong New Area to apply for permanent residency directly, with simplified application requirements and faster processing.
Improved Living Standards
Measures will expand resources for international education and healthcare services and create high-quality community service systems tailored for international talent.
Initiatives include the establishment of foreign-related legal service stations, promoting convenient “service packages” for foreign residents, and opening special windows for issuing domestic driving licenses to short-term foreign residents
Since its introduction, the Permanent Residency Fast Track system has significantly supported foreign talent in innovation and entrepreneurship. High-level foreign professionals recommended by the Pudong New Area government can apply with simplified documentation and shorter processing times. Their foreign spouses and minor children are also eligible to apply concurrently.
So far, Pudong has issued over 50 permanent residency recommendation letters to foreign professionals. With a “Permanent Resident ID Card,” foreign nationals can use it as standalone proof of identity for various activities, including financial services, education, healthcare, transportation, and housing. This greatly enhances convenience for foreign talent working, living, and studying in China.
