North Korea foreign ministry claimed that unmanned drone which was carrying some propaganda leaflets appeared in the Pyongyang. At here, we need to notice that this claim was done by the foreign ministry not by the defence or military deputy. Some months before, some drones sending by the North was appeared Seoul, this time the situation reversed.
As most of us notice that the trash balloon incident is hot issue between the two countries in these days. I mentioned before that those trash balloon caused disruption about three hours to the Incheon Airport.
South Korea did not block the spread of anti-north Korea leaflets by some North Korean defector's and balloon-launching activists. Yeon's government consider this activity as party of the principle of free of expression.
During this process both side abrogated the September 19 Military agreement that signed to prevent the military conflict. This is the only agreement that reduce military tension between the two Koreas. Also South Korea restart propaganda broadcast towards North Korea as response to North Korea's trash balloon.
In this situation, happened this drone incident. At first, South Korea's defense minister denied they sending drone, but later changed the stance that the army can not verifying they did or not.
Currently, South Korea claims that they will "respond decisive if the safety of our people is threatened in anyway". At the same time, North Korea also send ultimatum to the South that they will consider the sending drone as military and political provocation. North's statement finished as follows, "The trigger of safety device is now off; The time for our attack is not decided by us; We will watch everything in full preparedness."
To sum up, in my option the South Korean government have the temptation to escalate tensions to transfer the pressure from the domestic issues.
